Awarding of services for building planning according to hoai 2021 part 3 section 1 34 as well as for outdoor area planning according to hoai 2021 part 3 section 2 39 service phases 19 Procedure The award process is divided into 3 stages a Participation competition It is planned to allow a maximum of 20 participants in the implementation competition Of these 5 participants are selected in advance who no longer need to take part in the competition A further 15 participants will be determined via the public participation competition During the application process architectural and landscape architecture offices express their interest in taking part in the process and provide among other things the references mentioned in Chapter 5 1 9 Suitability criteria The exclusion selection and suitability criteria must be provided in the attached application for participation All necessary required evidence and self-declarations must be enclosed with the application If an applicant cannot provide just one explanation proof of the exclusion criteria he or she will be excluded from the procedure The client will only make a subsequent request for missing explanations or evidence in accordance with Section 56 Paragraph 2 VgV if fewer than 15 applicants meet the admission requirements For legal entities the technical requirements are met if their statutory business purpose includes planning services that correspond to the task at hand and if the authorized representative of the legal entity meets the technical requirements that are placed on natural persons In a group of applicants all participants must meet the exclusion criteria separately However submitting a joint application to participate is sufficient For groups of applicants from several offices the suitability criteria apply in total The reference objects must have been provided in the applicant s company The reference is also considered fulfilled if the service was provided as the responsible project manager in another office In this case a written confirmation from the other office must be submitted via the responsible project management According to 51 VgV the number of applicants for the second phase is limited For this purpose a ranking is created based on the objective and non-discriminatory eligibility criteria of the application for participation in the form of points achieved After checking the submitted documents the maximum of 15 applicants with the highest scores will be invited to the implementation competition In the case of applications with the same number of points the draw decides in accordance with Section 75 Paragraph 6 VgV b Realization competition In this phase the 20 participants from the competition create their competition entry according to the competition documents The jury selects the winners of the realization competition The winners of the implementation part will then be invited to the bidding discussions as part of the VgV process c Bidder discussion The winners of the implementation part are invited to contract negotiations as part of the VgV process In the bidding interview the winners personally introduce their office s and the people involved in the process office owners project managers and provide information about their working methods and the revision of the competition draft is also presented The competition result including revision if necessary forms the basis for the evaluation in the bidder discussion at 65 out of 100 percent If necessary the competition results will be further developed according to the specifications of the jury The contract will be awarded to the offer that achieves the highest overall point value taking into account the award criteria see tender documents Declarations in accordance with the Collective Bargaining Act of the State of Baden-W rttemberg must be submitted
