The subject of the contract to be awarded is the procurement for the delivery and setup of software as a complete system a) for the analysis, IT-supported comparison, and search of large volumes of data in a collection of several partially federated source databases, as well as data imported on an ad hoc basis, particularly from the preservation of digital evidence by the Schleswig-Holstein police, b) for the technical integration of existing data sources into a central data integration platform (data integration component). The initial license requirement covers 30 concurrent users; the necessary number of licenses must be procured. Optionally, the number of concurrent users can be increased to up to 75. This option must be included in the offer, but its actual use is optional. The contracting authority envisages a staggered approach for the additional licenses to be acquired. The additional licenses are offered in stages: Option 1 allows the acquisition of 20 further licenses (a total of 50 users), Option 2 allows for an additional 25 licenses, thus reaching a maximum of 75 users. The license term is three years from the date of award. The client has the right to extend the term up to three times, each extension being for twelve months. Licenses acquired under Options 1 and 2 have a term of three years from their provision, which can also be extended three times, each extension being for twelve months. However, licenses acquired through the exercise of options expire no later than the term of the initially acquired licenses. The client uses an EVB-IT Licensing Agreement Type B, an EVB-IT Maintenance Agreement, and an EVB-IT Service Agreement as the basis for the contractual agreement. The procurement essentially comprises the following services: The rental of a complete system consisting of • analysis software for comprehensive analysis, IT-supported comparison and research of mass data in the holdings of several partly federated source databases as well as event-driven imported data, in particular from the securing of digital evidence by the Schleswig-Holstein police, and • a central data integration platform (data integration component) for integrating the existing data sources, which can be installed in the Dataport data center - on premise. This includes a production, development, and testing system, which is to be integrated into the existing IT infrastructure of the Schleswig-Holstein police. The procedure concerns a classified contract pursuant to Section 104 Paragraph 3 No. 2 of the German Act Against Restraints of Competition (GWB) or Article 2 Letters b and d of Directive 2009/81/EC and is conducted in accordance with the German Procurement Ordinance for Security and Defense (VSVgV). According to the contracting authority's decision, only economic operators established in an EU Member State, Iceland, or Norway ("eligible participants") are entitled to participate (by submitting applications and bids). Applicants and bidders may not include subcontractors established in a country other than those mentioned in the preceding sentence ("third country") in their applications and bids.
