Delivery/provision, implementation and maintenance of software for managing, storing and providing the Official Real Estate Cadastre Information System (ALKIS) for the Borken district

The Kreis Borken, Zentrale Vergabestelle in Germany from Europe region has released this tender for Department 62 - Geoinformation and Cadastral Survey of the Borken District is planning the introduction of a new ALKIS software system. The intention is to replace the current software solution. The existing system landscape will be taken into account, and program developments and workflows implemented since the commissioning of the current ALKIS software, based on the needs of the working group, will be incorporated. The software will essentially include the following independent modules (ALKIS process components): - Data storage component DHK - Survey and qualification component EQK - Information and presentation component APK. The current ALKIS software is currently used by a total of 62 people within the department. Of these, six people work daily in the data storage component and user administration. Approximately 25 people use the survey and qualification component daily to transfer cadastral surveys into the database or to update the data of the official base map. In addition to the 62 employees of the department, the information and presentation component is used at approximately 390 workstations in other departments of the district administration, as well as at approximately 590 workstations in external institutions such as municipalities, energy suppliers, and tax offices. The subject of the contract is the supply or provision, implementation, and subsequent maintenance of software for managing, storing, and providing the land register (Official Land Register Information System - ALKIS) for the Borken district for a period of 72 months, with automatic renewal by 12 months at a time, up to a maximum term of 120 months. The scope of the tender also includes the installation of a permanent test environment. Furthermore, an exit option should be offered in the event of a potential statewide or supra-regional software solution for individual or all modules.
