ENTEGA AG - Expansion of the Babenhausen heating plant, air source heat pump Kaisergärten Babenhausen, Decarbonization step 1, air source heat pump, Lot 1: Planning of plant technology for heat generation – Technical equipment in accordance with §§ 53 ff. in conjunction with Annex 15 as well as the technical systems (components) in the outdoor area from performance phase 2 for the eligible transformation of the heating network.

Tender Summary

The ENTEGA AG in Germany from Europe region has released this tender for ENTEGA AG (“Client” or “Client”) owns and operates the “Kaisergärten” district heating network in Babenhausen and the combined heat and power plant located there, which supplies the households. To transform the district heating network into a greenhouse gas-neutral heat supply (decarbonization), the Client is seeking funding from the “Federal Funding for Efficient District Heating Networks (BEW)” program. As a first step towards decarbonization, a transformation plan, based on Phase 1 of the German Fee Structure for Architects and Engineers (HOAI), has already been carried out for the district heating network. The transformation plan concludes that, due to the low consumption and output of the district, the construction of an air-source heat pump, utilizing the existing infrastructure and redundant generators, could be a cost-effective and suitable option for providing the required renewable energy share from 2030 onwards. The estimated maximum nominal thermal output of the air-source heat pump is approximately 2–3 MWth. The heat pump is to be located on the Entega property directly north of the existing heating plant. The development of the plot as a building site will be planned by the architect separately commissioned by the client for the project planning. The planning of the air-source heat pump, including ancillary systems and cooling towers, taking into account the surrounding area, particularly with regard to noise (nearby residential buildings), as well as the integration of the heat pump into the generation facilities and the district heating network, are part of this commission. The location of the expansion area is ideally situated with regard to the integration and shared use of the existing heating plant. Initial assessments indicate that the available space is sufficient; however, due to the proximity of residential buildings (approx. 20 m), the proposed area is subject to a noise emission limit stipulated in the development plan. Therefore, compliance with the noise requirements has the highest priority for the permitting process. Initial assessments of the sites suitability, including adherence to noise emission limits, have led to the preliminary conclusion that development of the plot is possible (see attached preliminary planning documents). Further assessments must be carried out during the planning phases according to their relevance and regulatory requirements. In this context, the planning for the overall concept of the new heat supply is divided into "heat generation plant technology" and, based on this, "construction of a new energy center (building and outdoor facilities)." The services tendered here include the necessary (planning) services for the plant technology, specifically the technical equipment of the air-source heat pump. This includes the plant technology, in particular heat pumps, cooling towers, auxiliary units, internal connecting lines, integration into the existing energy center with existing generators, operating equipment, and valves.and the necessary electrical connections. Due to the proximity of the planned generation plant to the residential area (approx. 20 m), the impact of the new technical installations on the surroundings, particularly noise, must be considered in detail according to the specifications of the clients noise expert and minimized to ensure that the installations reliably meet all requirements. This contract also includes the conceptual planning for integrating this new heat generator into the existing generation system of the district heating network, as well as the control concept for the intelligent operation of the heat generators. The contractor is commissioned to provide (specialized) planning services for technical equipment in accordance with Sections 53 et seq. in conjunction with Annex 15 of the German Fee Structure for Architects and Engineers (HOAI), as well as for the technical systems (components) in the outdoor/open space area, starting from HOAI Phase 2, for the eligible transformation of the heating network. The contractor shall provide all services necessary for the functional, technically sound, timely, and eligible execution of the commissioned project, even if they are not explicitly mentioned in the contract documents. The contractors engagement will be carried out in stages by the client as an extension of the contract pursuant to Section 315 of the German Civil Code (BGB), as follows: Upon conclusion of this contract, the client initially engages the contractor for the following service phases/levels: • Service phases 2 to 4 (= Level 1). Subsequent engagements will be carried out by the client through a unilateral written declaration (individual engagement) to the contractor in accordance with the procedure outlined in Section 4 of the General Terms and Conditions for Architects and Engineers Contracts. These are provided for in the following stages: • Service phases 5 to 7 (= Level 2) • Service phase 8 (= Level 3) • Service phase 9 (= Level 4). In the event of being commissioned, the contractor will also provide the following additional services (optional special services): • Optional service: Planning of a power-to-heat system. However, the contractor has no right to be commissioned for further service phases or optional special services. The client hereby points out that significant funding is being applied for and expected for the project. The funding application process will take place concurrently with the procurement project. Therefore, please note the following: Should the expected funding not be granted, the client will refrain from concluding a contract and will not implement the project in its planned form. Accordingly, if the funding is not granted, the current tendering procedure will be cancelled. The awarding of the first stage does not create any obligation to award further stages. The project must be examined in detail according to the specifications of the clients acoustics expert and minimized to ensure that the systems reliably meet all requirements. This contract also includes the conceptual planning for integrating this new heat generator into the existing district heating network system, as well as the control concept for the intelligent operation of the heat generators.
