Expansion of the Preysingstraße school campus with open all-day school (OGTS) and after-school care center

The Stadt Plattling in Germany from Europe region has released this tender for A restricted design competition with subsequent negotiated procedure will be held. The aim of the competition is to create a cohesive school campus that complements the existing primary school with a new building housing facilities for the all-day school program and after-school care, creating a meaningful network between the two, high-quality open spaces, and improving traffic safety for students. The competition area covers 12,039 m². If the project is realized, the client will, taking into account the jurys recommendations, commission one of the prize winners with the further planning services. A negotiated procedure pursuant to Section 14 Paragraph 4 No. 8 of the German Procurement Ordinance (VgV) will be conducted for this purpose. The client reserves the right to negotiate initially only with the winner and, if these negotiations fail, with all prize winners, or even with all prize winners simultaneously. In negotiations with all prize winners, the competition result will be weighted at a minimum of 40%. The further award criteria and their weighting will be announced with the invitation to participate in the negotiations. The client will conclude contracts with the winner of the negotiated procedure for further planning services to implement the competition design and expand the existing cafeteria at the primary school. Description of the contract commitment for the cafeteria expansion: Due to the increasing number of students and the nationwide requirement for all-day schooling starting in the 2026/27 school year, the existing cafeteria at Plattling Primary School no longer meets the required seating capacity. To meet the growing demands, the existing cafeteria must be expanded by at least 105 m². The expansion of the existing cafeteria is part of the contract commitment, but not part of the design brief for the implementation competition. A phased commissioning of the following service phases is planned:• Section 34 HOAI 2021 “Buildings and Interiors” with service phases 1-9 • Section 39 HOAI 2021 “Outdoor Facilities” with service phases 1-9 In the event of realization, to ensure the quality of the competition designs implementation, at least service phases 1 to 5 of the service categories “Buildings and Interiors” and “Outdoor Facilities” will be commissioned, unless there are compelling reasons to the contrary. Initially, service phases 1 and 2 in both service categories will be commissioned. Subsequently, further service phases will likely be commissioned in stages. There is no entitlement to the commissioning of all service phases. The commissioning of service phase 1 is planned for the second half of 2027.
