Extension of the IHE Interoperability Platform

The Albertinen Hospital/Albertinen House non-profit GmbH in Germany from Europe region has released this tender for Expansion of the existing interoperability platform (health engine) to include the following IHE-compliant modules: IHE Affinity Domain, Registry, Repository, ATNA, IHE HPD - Health Provider Directory, XCA Gateway, Basic Patient Privacy Consent (BPPC), Lab Center, Authorization Management, Input Management. Existing infrastructure as a basis: The health engine from the i-engineers GmbH has been in productive use as the group-wide interoperability platform of Immanuel Albertinen Diakonie since 2019. Within the framework of project #IAP-1092 (Introduction of patient portal, negotiation process January 2025), the manufacturer's transfer engine was implemented as a single point of contact for communication with external customers and partners, in line with an enhanced security architecture. Furthermore, within the framework of project #IAP-0694 (Introduction of MPI and DICOM/WADO, contract award November 2025), the platform was extended to include Master Patient Index (MPI) and DICOM/WADO functionality. Subject of the contract: The IHE modules to be commissioned now build on this infrastructure and supplement it with the IHE-compliant components required for participation in the H³ Initiative and the cross-border project (LüV), as well as licenses for implementing the procedural and technical requirements of the projects and legislation: -- IHE Affinity Domain (IHE AD) with XDS Registry, XDS Repository and ATNA Audit Repository as a federated document infrastructure - IHE Health Provider Directory (HPD) as a directory of H³ participants and service providers - XCA Gateway (Cross-Community Access) for (cross-border) IHE-compliant data exchange according to Option B (pull procedure) of the LüV concept and with the H³ partners. - Basic Patient Privacy Consent (BPPC) for the technical implementation of patient consents according to the H³ consent concept and GDPR. - Manufacturer's Lab Center for the direct provision of validated laboratory analyses from the respective laboratory information system without detours via the HIS, including graphical presentation - Configuration and enforcement of extended authorization management in accordance with applicable data protection regulations due to the additional roles with direct access to the health engine by the two projects - Implementation of input management for scanning analog consent forms with automatic further processing according to the given consent for cascading the further process steps in the health engine and transfer engine according to the requirements of H³ and LüV. The tender covers services from two funding programs. Here: Expansion of the IHE Interoperability Platform: This project involves procuring modular extensions to the existing system that do not require any additional interfaces. The contractor, the i-engineers GmbH, is the only provider on the market offering such a deeply integrated, modular solution without external interfaces in its portfolio for the existing system operated by Immanuel Albertinen Diakonie. The health engine from the i-engineers GmbH forms the existing interoperability platform (IOP) for the participating institutions of Immanuel Albertinen Diakonie and has been in productive use since 2019. For networking projects with third parties, this platform was expanded in January 2025 with the transfer engine as part of project #IAP-1092. With project #IAP-0694 (implementation of MPI and DICOM/WADO), commissioned in November 2025, the health engine has already been significantly expanded into a group-wide clinical data infrastructure. The IHE modules now to be procured (IHE Affinity Domain, IHE HPD, XCA Gateway, Basic Patient Privacy Consent) are native extension modules of the transfer-engine that can be integrated into the existing system without external interfaces. The specific combination of the health-engine and transfer-engine should be noted here. As a single point of contact for external parties, the transferengine maintains the IHE components in a separate demilitarized zone (DMZ). Patient identification and the use/processing of patient data are handled by the transferengine via native internal interfaces with the healthengine and its MPI and WADO components. Only by committing to this product can seamless integration and thus effective system security be ensured. Furthermore, coordination difficulties are minimized, and the additional expenditure of financial and time resources is avoided. An integrated solution offers operational advantages such as unified support, guaranteed interface compatibility, and reduced error and operational risks. Using multiple service providers carries the unacceptable risk of compatibility issues, data loss, or malfunctions. Different technological platforms increase the risk of data not being sent or received correctly. However, in critical clinical processes, it is essential to avoid unnecessary interfaces to eliminate potential sources of error. Only through the flawless interaction of the Health Engine and the various clinical systems can it be ensured that all necessary data can be exchanged between the systems. This is not an artificial restriction of procurement requirements to a specific service provider. Immanuel Albertinen Diakonie can substantiate its requirements with objective and verifiable reasons and has not determined its procurement needs arbitrarily or discriminatorily. The identified procurement requirements arise from the requirements of the interoperability standards of the Health Harbor Hamburg H³ initiative and the cross-border project (LüV), which mandate an IHE-compliant infrastructure. with tender notice no. 655586-2026 published on 24 Sep 2026.
