The tender was published by Federal Environment Agency on 24 Sep 2025 for Fkz 37ev 25 101 0 - implementation of renovation measures to support municipal heat planning Evuplan Implementation of renovation measures to support municipal heat planning The research project aims to strengthen the integration of building renovations into municipal heat planning With the Heat Planning Act WPG a nationwide obligation to create local heat plans has been introduced since January 1 2024 While the future heat supply is planned in terms of spatial and strategic the systematic integration of building renovations has so far remained a weak point although energy-efficient renovations for the technical and economic feasibility of climate-neutral heat supply are indispensable The aim of the project is to develop practical approaches to the stronger anchoring of renovation in municipal heat planning National and international practical examples are examined in which renovation measures have been successfully integrated into municipal planning and implementation processes Building on this strategies communication approaches and materials are developed the municipalities and intermediary actors enable to make renovation potential visible prioritize processes and to initiate suitable implementation channels At the same time the institutional legal and funding policy framework is analyzed which is brought together in a strategic background paper with recommendations for the further development of the existing framework The contractors are expected to find sound expertise in the areas of municipal heat planning building renovation planning and building law as well as energy and funding policy Experience in qualitative and quantitative analysis in the preparation of practical communication and consulting materials as well as in interdisciplinary projects are required.
