Framework agreement scientific support for climate protection measures and relevant climate policy issues With the Federal Climate Protection Act KSG the BReg has set legally binding climate targets The total annual emission quantities JEGM specified in the KSG as well as the annual emission quantities for the sectors are crucial for the development of new climate protection measures According to Section 9 of the KSG the BReg is obliged to adopt a climate protection program no later than twelve months after the start of a legislative period In addition after each update of the climate protection plan the BReg checks whether a new climate protection program should be decided In addition in the event of non-compliance with the JEGM 2021-2030 the BReg must decide on measures to ensure compliance with the JEGM after two years in a row The KSG stipulates that all departments submit proposals for climate protection measures as a contribution to the climate protection program or in the event of a need for readjustment according to Section 8 KSG which are quantified in terms of their reduction effect and whose social economic and ecological consequences were estimated The measures should lead to the achievement of the standards defined in the KSG both in the respective sectors and across sectors The BMUKN as the department responsible for climate protection brings its own proposals for measures into the process of the climate protection program even if readjustment is triggered and must also examine proposals from other departments In addition proposals for climate protection measures must come from both an economic perspective as well as civil society Space can be evaluated Such contributions must also be continuously analyzed for their climate protection impact In many cases the BMUKN will be required to carry out scientific research to take a well-founded position and make suggestions as to how legitimate social concerns can be addressed space can be taken up Also in the context of the implementation of climate protection programs or climate policy BReg decisions may result in a need for short-term advice regarding the specific design of measures their effectiveness or any socio-economic consequences Compliance with the legal Climate goals bring with them a variety of challenges and questions that require socio-economic analysis and evaluation Because additionally on social and ecological consequences as well as legal or administrative aspects fundamental economic questions about climate protection are becoming more relevant in an increasingly decarbonized economy and are increasingly becoming the focus of the debate about additional Climate protection measures In addition concrete proposals from the European Commission for the further design and implementation of the European framework for climate and energy policy are expected in many areas in the coming years some of which must be implemented in German law At the same time it is expected that the various departments in their respective areas of responsibility e g in the energy buildings or transport sectors will submit proposals for further developing the legal framework In these cases the BReg must be able to examine the impact of the proposals from the sector responsible departments or the European Commission on German climate policy and the consistency of the proposals with the climate goals and if necessary make suggestions for changes Furthermore the BReg s climate protection policy will continue to be supported by intensive public consultation in the future Discussions are accompanied When developing and evaluating proposals for measures and providing advice on current climate policy issues the BMUKN will be dependent on short-term technical support from external expertise for the foreseeable future Furthermore assessment papers and scientific papers are created Analyzes of proposed measures and impact assessments from other departments and other actors as well as the creation of short studies on current topics in the climate and energy policy debate
