General renovation and energy-efficient upgrade of the administrative building of the Trier-Land municipality

The Verbandsgemeindeverwaltung Trier-Land in Germany from Europe region has released this tender for The subject of this contract is the comprehensive renovation and energy-efficient upgrade of the administrative building of the Trier-Land municipal association. The aim of the project is the sustainable, economical, and future-proof development of the administrative site. The existing building is to be fundamentally modernized, taking into account its structural, functional, and technical characteristics, and brought up to contemporary standards in terms of energy efficiency, user comfort, accessibility, fire protection, occupational safety, and building services engineering. The renovation project is to be considered holistically. In addition to energy optimization, the building structure, building services engineering, interior spaces, and the functional requirements of a modern administrative operation are to be examined and upgraded accordingly. The result of the project should be a structurally, energetically, and technically modernized administrative building that meets the future requirements of a contemporary public administration site. The renovation is intended to achieve a sustainable improvement in energy efficiency, user comfort, workplace quality, and operational safety, while simultaneously ensuring the long-term economic viability of the building. Particular attention must be paid to the specific characteristics of construction within existing buildings, the maintenance of administrative operations, and the public client's requirements for transparency, cost-effectiveness, sustainability, and adherence to deadlines and budgets. The client intends to set a 21-day bid submission period at the beginning of the second stage of the negotiation phase, in accordance with Section 17 Paragraph 7 Sentence 1 of the German Procurement Ordinance (VgV). Form 633 EU (letter of offer) will only be uploaded and made available to the tender documents at the second stage. After the bid submission deadline, qualified applicants will be invited to present and negotiate their bids in December 2026 at the Trier-Land municipal administration building, which is to be renovated. Applicants will then be given three days to submit a final bid. The contractor is to commence work on the planning services tendered here within the framework of a two-stage negotiated procedure immediately after the contract award in January 2027. A phased commissioning process is planned.
