The tender was published by Federal Institute for Hydrology on 20 Feb 2026 for Hydpy oh-mew - hydpy upper havel with m ritz-elde waterway water balance and management modeling 1d hydraulic modeling scenario calculations The Federal Institute of Hydrology awards the creation of the water balance model HydPy Upper Havel OH with M ritz-Elde-Wasserstra e MEW and its further development to include hydrological and hydraulic aspects as well as the further development and implementation of scenario calculations under changing climate conditions as well as changed water management and use This award is made with regard to the further development of the model instruments in the context of the two BfG projects Cooperation project for river basin management Upper Havel KOOP OH and Development of a model system for the East area taking climate change into account KAP Ost with regard to the application of the further developed model instruments i e in the implementation of the scenario calculations exclusively in the context of the first-mentioned BfG project KOOP OH Both projects and their technical background are presented in Appendix 1 The contractor must complete the following four tasks as part of the award 1 Conversion of the LARSIM Havel-MEW water balance model overall model Havel model area with Spree Figure 2 in Appendix 2 based on the LARSIM model software into the HydPy Havel-MEW model based on the freely accessible HydPy software 2 Further development of the HydPy OH-MEW submodel i e spatial tailoring to the study area However this partial model HydPy OH-MEW cannot be separated from the overall model HydPy Havel-MEW but rather the system structures of the overall model must be kept executable The further development of HydPy OH-MEW is taking place with regard to the mapping of the water balance the hydraulic mapping of the flow processes in the larger bodies of water main bodies of water federal waterways river dams but also with the aim of better integration of water management Among other things it must be possible to prioritize water users differently and to activate deactivate user groups A particular focus of the order is on the integration of 1D hydraulics in the water balance model using and further developing the corresponding HydPy models see Appendix 3 for the model approaches and the HydPy model family HydPy-SW1D including the application model sw1d_lias The application model includes the calculation of water level positions according to the defined spatial discretization as well as the representation of the structures in the water especially controllable weirs but also small power plants and fish passes discharge and extraction structures as they are relevant to the questions to be addressed with the model2 The flow paths to be depicted hydraulically are shown in Figure 1 in Appendix 5 They cover a total of around 600 km For a stretch of around 300 km there is no information on the channel geometry bottom bearings etc to derive the cross profiles 3 Calibration and validation of the further developed HydPy OH-MEW model based on observation time series for discharge and water levels 4 Model-technical enablement implementation and discussion of the results of the scenario calculations combination of various differently prioritized water uses water management measures with and without climate change The discussion of results takes place for the area of investigation and action Appendix 6 provides information on the water use and management scenarios.
