Phase 1: Construction of a cafeteria building with associated ancillary and functional rooms. Phase 2: Energy-efficient renovation of the existing school building complex. The subject of this tender is the architectural design services for buildings and interiors in accordance with Section 34 of the German Fee Structure for Architects and Engineers (HOAI), phases 1 to 9, for both construction phases. The contract will be awarded in stages. Initially, phases 1 to 5 will be commissioned for both construction phases (phase 1). These services are necessary for preparing and applying for financing. The commissioning of phases 6 to 9 (phase 2) is optional and subject to the necessary financing and permitting decisions. Since the necessary prerequisites for this are not yet in place at the time of the tender and cannot currently be definitively assessed by the client, service phases 6 to 9 are being tendered as optional items. There is no legal entitlement to the award of these services. The first construction phase is to be funded through the investment program for the expansion of all-day schooling. According to the applicable funding guidelines, this construction phase must be completed by December 31, 2029, at the latest. After completion and commissioning of the cafeteria, the following is planned:The existing childcare groups will be temporarily relocated to the new building. Following this, the energy-efficient renovation of the existing building will commence. The commissioning of service phases 1 to 5 will take place immediately after the contract is awarded. In light of the deadlines of the investment program for the expansion of all-day childcare facilities, the services of the first construction phase must be prioritized and processed with particular urgency. For both construction phases, the completion of the planning services up to and including service phase 3 (preliminary design) must be ensured by August 31, 2027, at the latest. If funding is approved, the measures of the first construction phase must be fully implemented by December 31, 2029, and invoiced by June 30, 2030, in accordance with the funding guidelines. These deadlines are binding. Since the financing of the first construction phase is provided through a funding program, all planning and project documents must be clearly and comprehensibly separated according to the two construction phases throughout the entire project.
