Tender Summary
The German Space Agency at the German Aerospace Center (DLR) in Germany from Europe region has released this tender for The German Aerospace Center (DLR) is conducting a market survey to identify existing ground-based systems for capturing and analyzing signals from SAR satellites. The system, equipped with ground-based sensors, should be able to detect SAR signals from satellites in the SAR bands L, C, X, Ku, and Ka (and potentially other bands) and record their patterns. The system should then be able to correlate these signals with the corresponding SAR satellites, based on the overflight times of known systems, potentially by identifying the signal direction and recognizing known SAR patterns. To this end, the system should be able to build a catalog of SAR signals and use this catalog as the basis for correlation. Basic orbital data will be provided to the client by external parties in standard data formats (e.g., TLE) and must be processable. Ideally, the system should also be able to determine the image center point, scene size, and resolution of the SAR signals. The sensors should be designed for both stationary and mobile/deployable use. They must cover climate zones A2, A3, B1, B3, C0, C1, and C2 according to STANAG 4866. The sensors should detect SAR signals both when placed within and near the image area. Initial operational capability for the corresponding systems is planned for 2027. We request information on the application areas and the fundamental functionality of the systems, any data required as input for optimal operation, and, for example, any impact of environmental conditions (e.g., geography, weather) on system deployment. Requirements for fulfilling these core functionalities (e.g., data formats for satellite orbit data) should be listed and described as external interfaces. Furthermore, information should be provided on the number of personnel required for system operation, including their qualifications and roles. In addition to the system delivery, initial training for operating personnel and any necessary maintenance measures are also required. We are also interested in information regarding modularity, scalability, and requirements for operation, training, maintenance, and support. Furthermore, we request information on system availability, potential delivery times, any existing export restrictions, a price indication, a brief description of your company, and relevant security-related qualifications/certifications. If you can offer a product/service that meets the aforementioned requirements, please submit comprehensive documentation by November 6, 2026, at 11:59 p.m. (Berlin time).
