Introduction of an ard distribution media asset management system d-mam As part of the ARD project Digital Renewal a future-proof powerful and integrated software system for the distribution of audio and video content is advertised The aim is the introduction of a distribution media asset management system D-MAM which serves as a central technical platform for the platform-friendly preparation administration and provision of all digital media content of the ARD This includes content for your own output channels of the Landesreundfunkstelle the ARD media library and audio library as well as for external platforms e g YouTube Spotify The subject of the tender is the provision of a software system that has already been introduced on the market as part of a software rental contract This forms the core of the future D-MAM In addition the object of order includes services for integration support in the existing system landscapes and the continuous support from a 3RD level support The system will be made by Mitteldeutsche Rundfunk MDR for all current and future state broadcasters of the ARD currently Bavarian Radio Hessischer Rundfunk Mitteldeutscher Radio Radio Bremen Radio Berlin-Brandenburg Saarland Rundfunk Westdeutscher Rundfunk and German wave as well as for all current and future community facilities e g ARD-Aktuell sports show and Children s channel and subsidiaries The system is operated in the client s cloud infrastructure and supplemented and configured by further components and integrations by its own development team An open interface architecture and high flexibility are therefore imperative The system requirements were specified in advance by the Mitteldeutscher Rundfunk MDR and evaluated as part of a ProOF-of-Concept The following technical requirements - referred to as AAA criteria - form a selection of system -defining requirements and are not negotiable and must be fully met by the offered system A non -filling leads to exclusion from the negotiation procedure All requirements must already be part or feature of the software system and have been tested in productive installations Further AAA criteria follow in the further procedure Mandatory requirement 1 - AAA criterion Demonstrably completely cloud-tag system architecture which can be operated both in cloud environments global hyperscaler or European provider and on-premise At least one productive installation in the Google Cloud GCP Mandatory requirement 2 - AAA criterion API-First approach Swagger OpenAPI-documented for the implementation of other systems and workflows of the client as well as the possibility of complete substitution of the standard surfaces of the provider through specially developed UI modules Mandatory requirement 3 - aaa criterion A software architecture that enables interruption-free operation Zero Downtime in deployments maintenance measures and scaling-related changes The award procedure is carried out as an EU-wide negotiation procedure with an advanced participation competition It is divided into the following phases Participation competition indicative offer phase negotiation phase final offer submission and awarding the surcharge The maximum term of the contract is six 6 years The contract is initially concluded for a term of four 4 years The client reserves the right to extend the contract by two 2 years
