The KfW Banking Group in Germany from Europe region has released this tender for The software to be procured, Legal AI Workspace, must serve as a specialized work environment to support legal work within the KfW Group using generative artificial intelligence. The software will be used in particular for legal research, analysis, and preparation of legal content, as well as for the (semi-)automated creation, revision, and structuring of documents and other legal work products. Users include personnel from the Legal department and other specialist departments and subsidiaries within the KfW Group. A Legal AI Workspace combines large language models with specialized processing layers optimized for working with legal content. It differs from general AI assistants in that it consolidates legal processes in a unified work environment and employs mechanisms that are essential for professional legal practice. These include, in particular: the traceable anchoring of generated statements in verifiable sources, the structured processing of complex documents, and the rule-based review of contract content. The software must provide the following core functions. Legal research: The software must be able to answer complex legal questions based on relevant legal sources. Every generated statement must be traceable back to concrete, verifiable sources (in particular laws, case law, and legal commentaries) and made transparent to users. KfW considers integrated access to curated legal databases a quality-enhancing feature. Furthermore, the software must be able to work with documents provided by KfW and internal knowledge databases. Document analysis and contract evaluation: The software must be able to process and evaluate the content of documents, including complexly structured contracts, tabular content, and scanned documents, without losing essential structural information. This includes the ability to systematically and completely compare contract content against predefined audit criteria. Text creation and drafting support: The software must support the creation and revision of legal texts, in particular draft contracts, memorandums, and statements. Suggested changes must be directly traceable within the document; simply providing generated text for manual input by users is insufficient. The software complements general AI software already in use at KfW. The new software will be operated as a standalone tool and utilizes a model infrastructure provided by the contractor. The software is expected to achieve significant increases in efficiency and quality in daily legal advice, document creation and review, and recurring standard legal tasks. Notwithstanding the provision of the Software as a Service (SaaS) described in this document and any usage rights granted thereunder, the software must be provided in such a way that it at least meets the intended purpose. KfW is entitled to at least the usage rights necessary to fulfill this purpose. The contractor is therefore obligated to provide the following services: (a) provision of software with the specified functionality, (b) implementation of a project for the software's rollout, (c) operation as SaaS, (d) provision of additional services as required, and (e) termination support.
