Each bidder may only apply for one lot and will only be awarded one contract. The reason for this is that the lots vary considerably in size, allowing each bidder to assess which lot is most suitable. Two different companies will definitely be awarded contracts. The lots were also structured in this way to give smaller companies the opportunity to bid on a lot.
