Management of four underground car parks in the city of Mülheim for the companies of the city of Mülheim and the city of Mülheim over a period of ten years

The Municipal enterprises of Mülheim in Germany from Europe region has released this tender for The municipal utilities of Mülheim and the city itself undertake a wide range of tasks to ensure a functioning municipal infrastructure, thereby making a significant contribution to the citys quality of life, accessibility, and economic performance. Their activities include, in particular, the operation, maintenance, and development of public facilities and technical installations that are of central importance to residents, visitors, and businesses. A key component of these tasks is the management of transportation infrastructure and parking facilities. In this context, the municipal utilities of Mülheim and the city itself operate four underground parking garages within the city limits. These are the following underground parking garages with the specified number of parking spaces: - Underground parking garage Stadthalle, Bergstraße 13-15, 156* parking spaces (operated by the City of Mülheim) - Underground parking garage Rathausmarkt, Rathausmarkt, 88* parking spaces (operated by the City of Mülheim) - Underground parking garage Wertgasse, Wertgasse, 155* parking spaces (City of Mülheim) - Underground parking garage Schlossstraße / Synagogenplatz, Viktoriastraße 28 or Eppinghofer Straße (operated by the City of Mülheim) (tunnel area), 345* parking spaces. The operation of these underground parking garages includes not only the provision of parking space, but also the ongoing organizational, technical and commercial management. This includes, in particular: - ensuring proper and safe operation; - the procurement, maintenance, and repair of technical systems, such as lighting, ventilation, barriers, and ticketing systems; - the regular inspection of structural and safety-related facilities; - the cleaning and upkeep of the facilities; - the coordination of external service providers; - the handling of user and customer requests; - the commercial management, including fee management and billing. These services are being tendered here. The tender is being conducted by Ruhrbahn GmbH on behalf of the City of Mülheims public works department. All Ruhrbahn forms and documents included in the tender documents for this tender will, if awarded, become part of the contract with the client. It is planned to award the services for a period of 10 years. The services will then be re-tendered. To ensure a smooth transition, it is agreed that the services listed in this agreement can be requested by the client for up to one year beyond the end date (December 31, 2036) (see the agreement on operations management).
