Media services for the ard broadcasters The West German Broadcasting Corporation Cologne WDR intends to take the lead on concluding a framework agreement on media services for ARD The following broadcasting companies have joined forces to process these procurements economically Bayerischer Rundfunk BR Deutschlandradio DLR Hessischer Rundfunk hr Mitteldeutscher Rundfunk MDR Norddeutscher Rundfunk NDR Radio Bremen Rundfunk Berlin-Brandenburg rbb Saarl ndischer Rundfunk SR S dwestrundfunk SWR Westdeutscher Rundfunk WDR Further information on the above Broadcasters can be found on their respective websites As part of this award process we are looking for a media agency that can cover all areas from print OoH ambient and online social media to mobile with full-service consulting as well as bundled and coordinated media purchasing In addition to the economic benefits one aim of this call for tenders is best practice sharing between ARD beneficiaries In addition to the aforementioned broadcasters the ARD program directorate ARD MEDIA GmbH and ARD Degeto GmbH as well as their subsidiaries and the majority-owned companies are directly entitled to purchase from the framework agreement to be concluded These are referred to below as beneficiaries When the contract is awarded a framework agreement is concluded with a contractor The framework agreement has a basic term of two years The contracting authority WDR has the right to extend the contract twice by 12 months each The maximum contract term is 4 years The beneficiaries estimate the total order volume for all services for two years to be around EUR 38 million including VAT You undertake to commission the contractor at least EUR 15 million including VAT for the first two years of the contract term In addition there is no obligation to purchase on the part of those entitled to purchase Taking into account additional needs that cannot currently be predicted WDR assumes a maximum demand volume of around EUR 83 million including sales tax for all eligible recipients in four years The implementation of media services for all beneficiaries and their respective program and offer brands includes Standard services Booking of media types Based on the past and current planning the access volumes are expected to be distributed as follows among the various media types - Analogue and digital outdoor advertising a total of approx 49 GF CLP dCLP Infoscreen station video transport advertising etc - Print approx 5 in total newspapers magazines etc - Online - IO programmatic social media SEA approx 42 in total SEM performance marketing display marketing native advertising augmented reality app social media marketing viral marketing influencer marketing etc - Cinema and ambient less than 2 in total Free postcards tickets electrostatic stickers sandwich bags direct marketing such as direct mail email marketing etc The standard services are provided in eight service phases 1 Media analysis and research market trend analyses etc 2 Media consulting campaign-related consulting services 3 Media conception e g creation of a Conception 4 Media planning and campaign management 5 Media purchasing and optimization 6 Media production 7 Media control and documentation 8 Media billing Individual consulting services In addition individual campaign-independent consulting services can be accessed from the framework agreement Individual strategic advice on media measures as well as ad hoc advice on short-term projects account for a total of around 2 of the total order volume There is no obligation to accept individual consulting services
