Subject of the Tender and Key Data 1.1 Subject of the Tender The subject of this tender is the award of metering services for the building stock of WOGEWA Wohnungsbaugesellschaft Waren mbH. The services to be tendered include, in particular, the provision and management of the metering infrastructure, the replacement and installation of the metering technology, the remote radio monitoring of the installed devices, the processing of heating and water cost billing including interim consumption information, and the digital data exchange with the client's ERP system. Seamless digital data exchange with this system is important to the client in order to enable the most fully integrated billing possible. The specifications attached as Appendix 1 contain the detailed requirements for the metering services to be tendered and serve to inform applicants in the first stage of the procedure about the type and scope of the services to be provided. The specifications do not need to be completed or submitted with the application for participation in this stage of the procedure. The property overview, also attached as Appendix 2, contains the information required for the first stage of the procedure regarding the scope and structure of the tendered property. The tender and contract documents relevant for the subsequent submission of bids will be provided to the applicants admitted to the second stage of the procedure with the invitation to submit an initial offer. The contracting authority has commissioned ecoova GmbH, Grenzweg 8, 38104 Braunschweig, to fully manage the tendering procedure until a binding framework agreement (metering service contract) is concluded between the contracting authority and the contractor. A supplementary cooperation agreement will be concluded between the winning bidder and ecoova. The fee for ecoova GmbH will be paid by the winning bidder within the framework of the cooperation agreement. 1.2 Division into Lots The services tendered are divided into two lots. The allocation of the individual properties and quantities to Lot 1 and Lot 2 is shown in the property overview attached as Appendix 2. Applicants may apply for Lot 1, Lot 2, or both lots within the framework of the participation competition. Applicants admitted to the second stage of the procedure may submit an offer for Lot 1, Lot 2 or for both lots, according to their application. For each lot, the offered equipment and service prices are determined and evaluated separately. A bidder can be awarded Lot 1, Lot 2, or both. A distinction is made between lot-specific prices and blended prices: Lot-specific prices are the prices that apply if the bidder is awarded only the respective lot. Bidders submitting a bid for both lots may also offer blended prices. Blended prices are alternative prices for the individual equipment and service items that apply only if the same bidder is awarded both Lot 1 and Lot 2. The option to specify blended prices takes into account that price advantages can arise from the joint execution of both lots, particularly through organizational, technical, or economic synergies. A bidder can pass these advantages on to the contracting authority through correspondingly different blended prices. The blended price is not a total price for both lots and not a flat-rate discount. Rather, an additional blended price can be specified for each designated price item alongside the lot-specific price. If a bidder submits mixed prices, the resulting price variant will be considered in the award evaluation in addition to the lot-specific bids. The following applies: • If the bidder is awarded only Lot 1 or only Lot 2, only their lot-specific prices will apply; • If the same bidder is awarded both Lot 1 and Lot 2, the mixed prices they have submitted may be applied. In the award decision, all permissible options for awarding Lot 1 and Lot 2 will be compared. The contract will be awarded to the combination of bids that, according to the evaluation described in section 8.2, results in the lowest overall score for both lots. 1.3 Timeline and Contract Duration The commencement of the tendered contractual relationship is scheduled for January 1, 2027. The individual contracts associated with the conversion are scheduled to commence on January 1, 2028, and end on December 31, 2039, without any remaining residual values.
