Tender Summary
The Landratsamt Karlsruhe in Germany from Europe region has released this tender for An unused open space in the residential area of Linkenheim-Hochstetten, adjacent to the school complex, is slated to serve as an expansion or replacement site for the Hardtwald School, a special education and counseling center. The area was already identified in the 2018 integrated municipal development plan as a potential expansion area for educational and childcare facilities. Besides accommodating the complete relocation of the Hardtwald School, it also offers space for a daycare center. A public park is planned as a connecting element between the two educational institutions. Establishing this park will create a recreational area for users and the neighborhood, and will have a positive impact on the local climate. The planned uses thus complement the school site due to its proximity to the Linkenheim-Hochstetten school complex and close the gap in the available development area within the municipality. This also aligns with the nationwide goal of responsible land use, the principle of prioritizing inner-city development over outward expansion, and the municipality's guiding principle of short distances due to its central location. Since the selected area for the school expansion lies in a previously unplanned area within the town's built-up area, and the planned project cannot be realized under Section 35 of the German Federal Building Code (BauGB), the creation of a development plan is required. According to Section 1 Paragraph 3 of the BauGB, development plans must be drawn up as soon as and to the extent that they are necessary for urban development and order. In this case, the urban planning requirement arises from the need for a new location for the Hardtwald School and the expansion of childcare facilities in Linkenheim-Hochstetten to ensure adequate provision of essential services in the municipality and the surrounding area. The development plan is being drawn up in accordance with the procedure under Section 13a of the BauGB as a "development plan for inner-city development." The aim and purpose of the "Virchowstraße East" development plan is to create the planning law prerequisites for the realization of the school site and the childcare facility, thereby expanding the range of educational and childcare services in Linkenheim-Hochstetten. The construction of a shared energy center is planned for the site. The necessary coordination with the municipality of Linkenheim-Hochstetten is currently underway. If the project is realized, the corresponding services will be tendered separately. This may reduce the scope of individual sub-services within the electrical engineering project. with tender notice no. 687155-2026 published on 07 Oct 2026. The tender is due to expire on 06 Nov 2026. This tender is sourced from TED Europa and is eligible for suppliers interested in Engineering services.
