The tender was published by NA on 19 Dec 2025 for New construction and operation of radlland bavaria New construction and operation of RadlLand Bayern The Free State of Bavaria intends to comprehensively rebuild and subsequently operate the cycling portal RadlLand Bayern The current system consisting of a web portal cycle route planner data platform and various interfaces is to be technologically modernized functionally expanded and designed to be operationally reliable in the long term The order includes all services for planning development integration commissioning and further development of the entire system 1 Subject of the service The contractor AN is supposed to technically rebuild the RadlLand Bayern and then operate it for several years The central service components are Building a central data and geoservices platform Provision and integration of a bike routing engine Import processing and ongoing maintenance of various data sources relevant to cycling Development or complete reconstruction of the web front end including interactive map functions Provision of interfaces API widget iFrame for internal and external use Setting up and configuring all system components on the infrastructure of the IT service center of the Free State of Bavaria IT-DLZ Taking over application support monitoring support processes and system maintenance The APIs required for the existing RadlPlaner Bayern app must be provided the app itself is not part of the tender 2 Functional and technical requirements The functional requirements include in particular the areas Data import and harmonization from different sources Location search and geodata processing Map matching and routing functionalities Provision of external interfaces for municipalities and third parties Complete replica of the current website supplemented by new function modules The operational requirements include central user and role management Ensuring performance availability and IT security Implementation of ISMS and backup processes First second and third level support Monitoring reporting and documentation Implementation of CI CD processes Compliance with IT-DLZ specifications 3 Project structure and scheduling The implementation phase is expected to extend from April to December 2026 It is divided into six milestones - from the functional prototype on the staging system to productive acceptance The live connection is scheduled for January 1st 2027 Operation is initially planned for the years 2027 to 2031 with two optional extensions of two years each The contractor is responsible for regular coordination further development and maintenance of all system components throughout the entire operation 4 Project organization and collaboration The contractor provides a qualified project organization What is expected an overall project management with decision-making authority Sub-project management for IT backend development and frontend development a development team for implementation and further development regular status meetings workshops and management reviews Preparation and implementation of training courses for the client s staff The project is implemented in a hybrid process model Milestones structure the overall process while individual modules are implemented in an agile manner 5 Documentation and acceptance The contractor provides complete technical documentation maintains requirements statuses in the client s online tool and maintains all interface architecture and operational documentation Approvals and acceptance take place on a staging system identical to production Acceptance is based on completeness correct function performance and user-friendliness 6 Further development and operations During the operating period the contractor provides guaranteed developer capacities 120 h month as well as an additional annual quota 1 000 h for further measures Regular operations include updates bug fixes security measures monitoring support and documentation maintenance The client bears hosting costs The technical operation in the IT-DLZ is the responsibility of the contractor.
