The German Aerospace Center DLR in Germany from Europe region had released this tender for New construction of the human exploration control center hecc at the dlr site in oberpfaffenhofen - object planning services for buildings and interiors lph 2-9 according to 33 ff hoai The German Aerospace Center V DLR is planning to build the new Human Exploration Control Center HECC at the DLR site in Oberpfaffenhofen Description of the tasks of the HECC building The year 2030 will mark the end of the International Space Station ISS At the same time astronautical space travel is focusing on the Moon and Mars NASA has established the Artemis program to bring people first to the moon and then to Mars The core elements of the Artemis program are the Space Launch System SLS launch vehicle the Orion capsule with the European Service Module ESM which will be brought to the moon by SLS the Lunar Gateway space station Fig 1 and the Lunar Lander lunar module one each of which is being developed by SpaceX and BlueOrigin Artemis Phase 2 is explicitly based on international cooperation A first concrete step is the construction and operation of the lunar gateway ESA supports this among other things through two modules on the gateway the I-HAB and ERM According to NASA the operation of this should in any case be carried out from Europe The Human Exploration Control Center HECC will be developed evolutionary from the Columbus Control Center Col-CC and will operate the two ESA modules on the Lunar Gateway in the future The Col-CC and thus future HECC will be operated in partnership with ESA at the DLR Space Operations Center GSOC This gives the GSOC new tasks that go well beyond the expected end of the ISS in 2030 and ensure the operation of astronautical missions at the GSOC for the next 20 to 25 years This new era of space travel with new missions some of which are commercial increased safety requirements and new goals in deep space places new and additional requirements on operations and the building which can be met with the new HECC building The Human Exploration Control Center HECC also known as the Lunar Control Center is the central European control center for the operation of the ESA modules on the Lunar Gateway and the coordination of ESA activities on board this space station ESA s participation in the Lunar Gateway consists of the following main components The I-HAB module as a central node with multiple docking ports a life support system ECLSS cooling system power system as well as sleeping places and lounge area for the astronauts The ERM with a docking port for supply spacecraft that is designed for fuel transfer as well as storage space for supplies workstations for astronauts and six windows HLCS HALO Lunar Communication System operated by NASA to communicate with astronauts on the lunar surface The HECC team at GSOC provides engineering support i e the technical competence and experts Payload experiments such as the European Radiation Sensor Array ERSA and the Internal Dosimeter Array IDA The HECC will operate the two modules I-HAB and ERM as well as the ESA payloads and provide technical operational support for all modules including HLCS with the HECC gradually taking over the new tasks CMV Co-Manifested Vehicle planned for 2027 start of operation of the first ESA payloads as well as technical support for the HCLS which is operated by NASA Artemis IV planned for 2028 Operational start of the I-HAB module parallel to the ongoing lunar landing mission Artemis V planned for 2030 ERM operational launch parallel to the ongoing lunar landing mission Area characteristics NUF 1-7 4 912 m Gross floor area 9 268 m Projected costs The costs of the project KG 300 400 are currently estimated at around EUR 35 8 million net Scheduled milestones - Start of service planning March 2026 - Construction start mid-2028 - Commissioning October 2030 It is intended to commission the following services in stages with this tender Property planning services for buildings and interiors service phases 2-9 in accordance with 33 ff HOAI First of all in the 1st commissioning stage Service level 1a service phases 2 and 3 in accordance with Section 34 HOAI Performance levels 1b to 5 are accessed gradually There is no legal ruling on overall assignment with tender notice no.
