New development of the land use plan with an integrated landscape plan The city of Kaufbeuren intends to redraft the land use plan FNP with an integrated landscape plan LSP as a master plan for the requirements of internal urban development The core task of the land use plan is to prepare the binding land use planning As an independent city in the Bavarian Allg u located on the edge of the European metropolitan region of Munich the city of Kaufbeuren is not only a prosperous regional center with around 46 000 inhabitants but also the fourth largest city in the administrative region of Swabia The convenient supra-regional access via the Munich Lindau railway line as well as via the B 12 and B 16 to the A 96 as well as to Kempten and F ssen represent a significant location advantage Kaufbeuren is a city with a high quality of life and great leisure value In addition to an intact historic old town in an attractive location Kaufbeuren is also characterized by a good range of cultural and sports offerings as well as an attractive location in the foothills of the Alps In times of change and growth it is important to preserve these qualities Future changes such as demographic development mobility behavior and settlement and economic structures should also be actively shaped In order to guarantee the city of Kaufbeuren excellent future prospects it must also be ensured that the goals of climate protection climate adaptation and the preservation and promotion of biodiversity are achieved The land use plan with integrated landscape plan is particularly important in controlling the admissibility of certain outdoor projects particularly renewable energies According to Section 35 Paragraph 3 Sentence 3 of the Building Code these projects are generally permitted in outdoor areas but they are generally opposed to public interests to the extent that they have been designated elsewhere through representations in the land use plan or as objectives of regional planning The basis for the representation of such areas must be a comprehensible and justified planning concept When creating the LSP the objectives of the EU Nature Restoration Regulation W-VO should also be taken into account Ensuring all of this requires careful planning preparation through strategic and long-term concept planning including specialist planning such as the internal development concept with its components densification concept mobility concept and the city-wide open space concept as well as the climate protection concept The land use and landscape plan to be drawn up should serve as a guideline for the distribution of various uses within the entire urban area 40 km and represent the basic principles of the intended spatial urban development for the entire urban area In particular the city-wide open space concept can be used as a basis for the landscape plan The current land use plan has been in effect since 1984 and the landscape plan since 2005 The FNP was changed in some areas in accordance with the requirements of urban development However a city-wide update has been pending for a long time After more than 40 years it is therefore necessary to reorganize the FNP because despite being updated it hardly provides any information about upcoming tasks and issues in urban development Appointment track VgV procedure October 2025 - January 2026 The award negotiation is expected to take place in January 2026 Commissioned January February 2026 Project start February 2026 Completion December 2028 The subject of the order is the urban planning services in accordance with Section 18 ff HOAI 2021 LPH 1 to 3 with step-by-step commissioning
