new town hall in greven specialist planning service for technical equipment - electrical technical equipment in system groups 4 5 6 and 8 in accordance with 53 ff in accordance with hoai 2021 in service phases 1-9 A2The client the city of Greven is planning to build a new town hall a library and a neighborhood garage The new building is to be built on the town hall square which is currently still used as a bus station and public parking space The land area for the new town hall building is 11 526 square meters The space requirement determined in advance is around 7 669 square meters of usable space For this purpose as part of a VgV process a structural and open space planning competition was held with a subsequent negotiation process in order to find suitable working groups of architects and landscape architects to carry out this construction task which is very important for the city of Greven in terms of content urban development and architecture The bidding consortium neubauer l hle architekten Augsburg and wbp Landschaftsarchitekten Bochum were commissioned under the leadership of the l hle neubauer architekten office The competition entry serves as a basis and must be taken into account in further planning The cost estimate for KG 400 is 7 203 656 86 million net These are divided into 6 690 844 22 million euros for the town hall with library and 512 812 64 euros for the neighborhood garage The present procedure refers to the awarding of the planning services for the electrical technical equipment in system groups 4 5 6 and 8 in accordance with 53 ff according to HOAI 2021 in service phases 1-9 and is aimed at engineers or consulting engineers 3 Description of technical equipment The energy concept promotes a sustainable resource-saving approach which strives for an economical and functional solution that reduces the building s primary energy requirements and uses renewable energies The building is characterized by its flexible construction and high use of daylight Windows with triple glazing ensure a high level of daylight entry and complement the highly insulated facade construction Solar input lots of daylight and warm surfaces increase the quality of stay and at the same time reduce energy requirements The artificial lighting is provided using LED technology in combination with presence and daylight control A hybrid ventilation concept is planned for ventilation Thanks to an optimized ratio of room height to room depth only basic mechanical ventilation with a 1 3-fold air change is required in the offices The larger meeting rooms bistro library meeting rooms as well as all sanitary rooms will have a ventilation system with heat recovery 1 5x air exchange In conjunction with shock ventilation using openable window elements optimal air quality can be guaranteed The ventilation system has highly efficient heat recovery 90 so that the heating energy requirement can be minimized The building will have an energy center with a reversible heat pump heating cooling using groundwater as a heat source or sink In summer geothermal energy is used for cooling component activation connection to the air conditioning system If necessary an additional compression refrigeration machine should be operated using solar power PV Solar collectors and photovoltaics on the roofs supply the town hall with hot water and can also be used to generate heat The PV elements are also used to cover the power supply Through optimal placement yields of approx 150 kWh m a can be generated This ensures a CO2-neutral energy supply and the excess energy is fed into the public grid The above description is based on the explanatory text of the competition entry from the offices of L hle Neubauer Architects and WBP Landschaftsarchitekten
