Niendorf Pumping Station - Replacement Building

Tender Summary

The NLWKN Lüneburg branch in Germany from Europe region has released this tender for The NLWKN (Lower Saxony Water Management, Coastal Protection and Nature Conservation Agency) wishes to award the planning services for the replacement construction of the Niendorf pumping station (Amt Neuhaus) in two lots: 1 "Environmental Planning" and 2 "Engineering Structure". Further information can be found in the enclosed application conditions and appendices, as well as the specifications. The procurement procedure will be conducted as a "negotiated procedure with prior publication of a contract notice" in accordance with Section 17 of the German Procurement Ordinance (VgV). You can now apply to participate in the negotiated procedure via the Lower Saxony procurement portal. To do so, please complete the application documents available under the "Participant Documents" tab and upload the required documents to the procurement portal. A list of the required application documents can be found in Appendix 2, Application Form, under number 1.3. The Niendorf pumping station was built in the 1960s in the GDR and drains the Krainke catchment area of approximately 12,240 hectares. It protects residential areas and agricultural land from flooding of the Elbe River and backwater flow into the Sude River, as well as from flooding of the Sude itself. The right Krainke dike, connected to the pumping station, was adjusted to the new design flood level in 2014. The left Krainke dike was renovated and its height adjusted in 2016. Adjustments to the new design water levels have not yet been made in the area of the pumping station, resulting in a 30 cm drop in height. Six installed propeller pumps have a total capacity of approximately 11.7 m³/s. These pumps date back to the original construction in 1963 and are partly in poor condition; two pumps were replaced in 2005 and 2006. There is no trash rack cleaning system. In addition, the pumping station has four open-flow channels that serve regular drainage outside of flood periods, although these do not meet the requirements for continuity according to the Water Framework Directive (WFD). A needs assessment was conducted in 2016, resulting in the conclusion that a comprehensive overhaul is necessary. Since 2021, engineering plans for phases 1 to 3 and parts of phase 4 have been provided for this overhaul. As part of the planning process, various components of the pumping station were examined in detail: concrete, plaster, pressure pipes, wastewater channel, etc. The results of the planning showed that almost all components of the pumping station would need to be repaired, replaced, or rebuilt. Due to the foreseeable extensive repair work, a feasibility study was conducted in 2025 to investigate whether a complete replacement of the pumping station would be a technically and economically superior solution to the existing structure. Based on current plans and the results of the 2025 feasibility study, the NLWKN intends to replace the existing pumping station with a modern new building. The pumping station is to be built at the site of the existing one. The new pumping station is intended to meet current requirements regarding design water level, river continuity, and fish-friendly and economical operation. Furthermore, an increase in pumping capacity will address the challenges of climate change. The following inland water levels must be ensured by the pumping station: - maximum permissible inland water level: +7.80 m above sea level (NHN) - highest winter water level: +7.70 m above sea level (NHN) - highest summer water level: +7.40 m above sea level (NHN) - lowest inland water level: +7.20 m above sea level (NHN). The design flood level is currently 10.60 m above sea level (NHN), and the corresponding height of the dike, taking into account a freeboard of 70 cm, is +11.30 m above sea level (NHN). The following discharges must be handled by the pumping station's pumps, provided the outside water level is above the inside water level: - Maximum flood discharge (HHQ): 11.142 m³/s - Design flood discharge: 11.30 m³/s - Design flood discharge taking climate adaptation factor into account: 13.715 m³/s - Summer mean flow discharge (SMQ): 2.076 m³/s. The pumps must be designed for geodetic heads between 0.00 m and 3.20 m. These parameters must also be considered in the planning of the free-flow channel and the associated fish ladder to ensure the inland water level and fish passage. The current Niendorf pumping station is located in several areas protected under nature conservation law: - Biosphere Reserve "Lower Saxony Elbe Valley" (location of the technical structure within area section A, directly adjacent to the strictly protected area section C) - FFH area "Elbe Lowlands between Schnackenburg and Geesthacht" - EU bird protection area "Lower Saxony Middle Elbe" (location of the technical structure outside the EU bird protection area, but directly adjacent to the EU bird protection area) - Coherence assurance measure for the fish species bitterling and spined loach in the immediate vicinity. The corresponding protected area regulations must be taken into account during planning.30 m³/s - Design flood discharge taking climate adaptation factor into account: 13.715 m³/s - Summer mean flow discharge (SMQ): 2.076 m³/s. The pumps must be designed for geodetic delivery heads between 0.00 m and 3.20 m. These boundary conditions must also be taken into account when planning the free flow channel and the associated fish ladder to ensure the inland water level gauges and continuity.
