The public transport operator's license (ÖDA) refers to public transport services as defined in Section 8 of the German Passenger Transport Act (PBefG), regardless of the specific service model (in particular, scheduled services as defined in Sections 42 and 43 of the PBefG and flexible service models as defined in Section 44 of the PBefG). The operator will be granted an exclusive right within the limits of Section 8a, paragraph 8 of the PBefG. The Public Transport Data Exchange (PVO) will include regulations stipulating that the transport services, within the framework defined in the PVO, must be adapted to changing transport needs, the local public transport plan in its currently valid version, and other changed circumstances (such as technological developments, environmental and climate protection concerns). The right to make changes relates to the type, scope, and quality of transport services and to fares. This may result in changes to the number and routes of services, timetables and fare offerings, the form of service (regular scheduled service or flexible service options), or other aspects such as vehicles and other quality standards. Consequently, routes may change, new routes may be added, or existing routes may be discontinued. The volume of traffic covered by the PVO may decrease or increase as a result. With this information, the competent authority fulfills its publication obligation pursuant to Section 8a II of the Passenger Transport Act (PBefG) in conjunction with Article 7 II of Regulation (EC) No 1370/2007.
