Pilot study on the implementation of the European pollinator monitoring program in Germany (EU-PoMS-DE)

Tender Summary

The Federal Office for Nature Conservation in Germany from Europe region has released this tender for Pilot study on the implementation of the European Pollinator Monitoring Scheme in Germany (EU-PoMS-DE). The EU Restoration Regulation (W-VO) mandates pollinator monitoring at the EU level. The first reporting cycle covers four years, the following six, with the first reporting year in 2030. The European Commission (EC) specifies a concrete concept with uniform methods in its Delegated Act (DA), which the Member States must implement. This aims to ensure that the collected data are comparable and analyzable at the EU level. Following the completion of the methodological framework for the European Pollinator Monitoring Scheme (EU-PoMS) by the EC's Delegated Act (DA) (publication expected at the end of 2025), the methodology of the mandatory modules will be developed within the R&D project "Implementation of EU Pollinator Monitoring according to the EU Restoration Scheme (Concept)" (FKZ: 3525810200), thus providing an initial basis for the national implementation of EU-PoMS monitoring modules in Germany. The aim of this project is the pilot implementation and further development of the modules mandated by the German Federal Ministry of the Environment (BMUE) and further elaborated in the R&D project "Implementation of EU Pollinator Monitoring according to the EU Restoration Act (Concept)" (FKZ: 3525810200), as well as the development of organizational structures. The project will test and methodologically refine the mandatory modules (butterflies, wild bees, hoverflies, moths, and rare species) using exemplary models. For this purpose, surveys will be conducted with full-time surveyors. The project results will be used to assess the extent to which the modules are already feasible nationwide, also considering personnel and financial resources. Furthermore, survey concepts for individual rare and endangered species may need to be developed and tested. Additionally, the project will examine what scientific statements can be made about the status of selected insect groups, in particular whether the recorded species and individual numbers are sufficient to provide the basis for the planned indicator calculations. Specific details can be found in the specifications, which are part of the tender documents. with tender notice no. 3526811100 - Fe published on 02 Oct 2026.
