Planning and construction supervision services for the operations building of the central wastewater treatment plant of the municipality of Adenau in 53520 Dümpelfeld, Lot 7 - Technical building equipment (HVAC)

Tender Summary

The Verbandsgemeinde Adenau - Abwasserwerk in Germany from Europe region has released this tender for The municipality of Adenau operates, among other facilities, the "Adenauer Bach" mechanical-biological central wastewater treatment plant in Dümpelfeld (Dümpelfeld Wastewater Treatment Plant) to treat the wastewater from the local communities within its jurisdiction. The plant currently has a capacity of approximately 20,000 population equivalents (PE). Commissioned in 1993, the plant was designed for wastewater treatment with simultaneous aerobic sludge stabilization. As a result of the devastating floods in the Ahr Valley on July 14/15, 2021, this plant was also flooded and severely damaged. Particularly serious damage affected the plant and instrumentation and control technology, the operations building including the transformer station, switch room, emergency generator, and equipment shed/garage, as well as the blower stations, all of which were flooded to a depth of approximately 1.5 to 2 meters and largely destroyed. While the central wastewater treatment plant in Dümpelfeld was able to resume provisional operation a few weeks after the disaster thanks to the combined efforts of the Adenau wastewater treatment plant and the assistance of numerous waste management companies, the German Armed Forces, the Federal Agency for Technical Relief (THW), and other institutions, the two wastewater treatment plants located directly on the Ahr River in the neighboring municipality of Altenahr, in Altenahr (Mittelahr) and Mayschoß, were completely destroyed by the flood. Reconstruction of the wastewater treatment plants in the Altenahr municipality (Mittelahr) is no longer possible, particularly due to the extensive measures required to implement flood protection and the lack of guarantees for future flood resilience. Based on the findings of a comprehensive study commissioned by the Ministry of the Environment on "Sustainable Wastewater Treatment in the Ahr Valley," the municipal councils of Adenau and Altenahr, as the legally responsible wastewater disposal authorities, each passed a resolution in February 2022 to connect the wastewater system of the existing Altenahr treatment plant to the central wastewater treatment plant in Dümpelfeld. To process and treat the wastewater and sewage sludge from both municipalities, the wastewater treatment plant in Dümpelfeld must be rebuilt, modified, expanded, and converted to a sludge digestion process. According to current needs assessments, the plant will be expanded to a capacity of approximately 27,000 population equivalents (PE). The incoming water volume is expected to be around 250 liters per second. The goal is to optimize future plant operation in terms of energy efficiency and cost-effectiveness, with maximum plant availability. The potential of artificial intelligence (AI) will also be considered and utilized. The application of AI will include process optimization with regard to resource conservation and energy efficiency. The aim is to achieve a future wastewater treatment plant operation that is as climate-neutral as possible. Planning using building information modeling (BIM) is being considered.planned. with tender notice no. 702108-2026 published on 12 Oct 2026. The tender is due to expire on 09 Nov 2026.
