Planning services for the power supply of the University Hospital of Cologne (UKK) by UW Mitte - Building planning

Tender Summary

The RheinNetz GmbH in Germany from Europe region has released this tender for Die RheinNetz GmbH plant zur Sicherstellung der zukünftigen elektrischen Versorgung der Universitätsklinik Köln die Errichtung zweier georedundanter 110-kV-Kabelverbindungen zwischen dem Umspannwerk Mitte und einer neu zu errichtenden 11: Die RheinNetz GmbH plans to ensure the future electrical supply of the University Hospital Cologne by constructing two geographically redundant 110-kV cable connections between the Mitte substation and a newly to be built 110-kV customer substation in the area of Bachemer Straße / Joseph-Stelzmann-Straße. The routes serve the long-term supply of the hospital site and form a significant part of the future grid connection. During the original planning, two separate cable routes with a length of approximately 3 km each were examined and planned. The routes were to run from the Mitte substation towards the University Hospital and cross the inner city area west of the Cologne city center. Due to the complex site conditions, particularly the large number of existing power systems, transportation infrastructure, and sensitive urban areas, a trenchless construction method using appropriate special procedures was intended. Additionally, the future integration of another substation site into the planned routes was to be considered. For the realization of the originally planned southern route, a European tender procedure for the construction works was conducted after the completion of the planning services. During the bid evaluation and subsequent economic re-evaluation of the entire project, it was determined that the planned route, due to significant technical and economic risks, particularly in the area of complex urban infrastructure crossings, should not be further pursued. The tender was therefore canceled and the relevant route was rejected. The decision was based on an economic re-evaluation of the project. As a result of this decision, there is a need to develop and plan a completely new alternative route with a length of more than 4.6 km, which connects to the already planned project sections. The planning includes the determination and evaluation of suitable route corridors, taking into account existing site conditions, as well as integrating the alternative route into the existing overall project planning. Existing investigations, existing data, and insights from the already processed project sections can be utilized. The additional services relate to the necessary re-planning due to the changed project strategy and were not originally included in the scope of work. The order change serves to develop an economically and technically suitable alternative route to ensure the project objectives and the long-term energy supply of the University Hospital Cologne. with tender notice no. 711289-2026 published on 15 Oct 2026.
