The City of Brake (Unterweser) The Mayor in Germany from Europe region has released this tender for Preparation of a traffic planning study/traffic impact assessment in connection with the redesign of Brake (Unterweser) city center. Open procedure pursuant to Section 15 of the German Procurement Ordinance (VgV). The city of Brake (Unterweser) intends to comprehensively upgrade and reorganize its city center. The background to the planned redesign is a need for action and management identified during the development of an Integrated Urban Development Concept (ISEK). Subsequently, the city of Brake (Unterweser) developed an Integrated Action Plan, the so-called "Master Plan for Brake (Unterweser) City Center," and applied for inclusion in the "Lively Centers" urban development funding program with this concept for the reorganization of the city center. The acceptance notice was received in December 2023. Against this backdrop, the urban renewal process is to be advanced through an open space planning competition with traffic planning approaches and a concept component. The aim is to ensure the quality of the open space planning as well as the functional performance of the city center through comparative design approaches. Planning teams from the fields of landscape architecture and transportation planning are invited to develop a design proposal and a framework plan for the development of the city center, covering the planning area and adjacent inner-city sub-areas. A traffic impact assessment will be prepared to support the competition process and to assess the traffic situation in the city center. This assessment will form a binding basis for the subsequent competition and will be made available to the participating planning teams. Upon award of the contract, the aforementioned services must commence immediately to ensure that the necessary information is available in a timely manner for the competition. The traffic impact assessment must therefore be finalized and approved by mid-February 2027 at the latest. In addition to preparing the traffic impact assessment, the winning bidder is expected to participate in the competition as an expert, including the quantitative evaluation of the five competition entries and attendance at the procedural meetings. The winning bidder may not participate in the competition itself as a participant.
