Project 644 lot 14 creation of specification documents for the certification of components in 5g networks according to cc and bsz According to Section 165 4 TKG the operators of a fifth-generation public mobile communications network are obliged to have critical components used for the first time certified by the BSI or bodies recognized by the BSI from 2026 onwards For this purpose the BSI must create or have created suitable specification documents This should be done together with manufacturers and users taking existing risk analyzes and specifications documents into account BSI TR-03163 lists the approved schemes for the certification of the critical components of a 5G mobile network Furthermore BSI TR-03163 stipulates that certification must be carried out on the basis of requirement documents released by the BSI which are noted in the appendix to the technical guideline mentioned This shows that the BSI is faced with a certification gap This gap is confirmed by the already identified critical components of the mobile phone operators which are known to the BSI from joint discussions with the operators However due to a lack of resources the BSI is not able to develop the missing specification documents with its own resources Due to the need for action described the consulting service to be awarded is the creation of several suitable specification documents to enable certification In order to achieve this goal a contract should be awarded with one or more suitable service companies as part of a procurement process that is divided into lots As part of these consulting services after the subject matter under consideration has been defined one or more existing risk analyzes should be examined in detail and if necessary expanded and supplemented in order to define suitable specifications based on this If no suitable risk analysis is available one should be created as part of the consulting services Based on these specifications freely available existing specification documents should be examined in detail with regard to their further usability and if necessary suggestions for additions should be recorded and if necessary expanded and supplemented in order to among other things to enable the test depth to be determined If no suitable risk analysis is available one should be created as part of the consulting services Appropriate specification documents should then be created together with the contractor contractor the BSI and if necessary selected users and manufacturers of the affected components The specifications created should either be directly suitable for carrying out a certification test or enable the creation of one directly In order to be able to implement the legal mandate in a reasonable time frame processing of lot 14 must begin in 07 2026
