Project management services for the Cologne East-West Axis capacity expansion project

The City of Cologne - Office for Road and Cycle Path Construction in Germany from Europe region has released this tender for The subject of this procedure is the award of project management services in accordance with Booklet No. 9 of the AHO Expert Commission "Project Control / Project Management", 2014 edition, for the Cologne East-West Axis Capacity Expansion project. Project control and project management services, as defined in Booklet No. 9 of the AHO Expert Commission "Project Control / Project Management", 2014 edition, are to be provided for the following areas: - Organization, information, coordination, and documentation - Quality and quantity - Costs and financing - Schedules, capacities, and logistics - Contracts and insurance. The East-West Axis Capacity Expansion project consists of the following measures: I. The client intends to award general planning services for a capacity expansion of light rail line 1 on the section from Weiden West to Heumarkt in stages. The platforms of the existing stops are to be extended to a usable length of 80 m to accommodate longer trains. The stops on Aachener Straße (Weiden-West to Universitätsstraße) are to be planned for the final configuration. The general planning services include, in particular: design of rail and road transport infrastructure, design of civil engineering structures, structural engineering, electrical engineering, and technical equipment planning for road transport infrastructure. This contract is part of the overall "Reconstruction of the East-West Axis" project – one of the most significant urban development projects in the city of Cologne. II. The client also intends to award general planning services for a feasibility study of options for the aforementioned route in the city center, considering both above-ground and underground solutions. The above-ground solution envisions a complete reorganization of all surface traffic infrastructure between Heumarkt and the railway ring. The underground solution proposes an underground light rail line and a complete reorganization of the remaining surface traffic infrastructure. The tunnel in the city center is planned to extend from the Heumarkt stop to the level of the railway ring, with four stops and a branch line for Line 9 west of Neumarkt. The existing underground interchange stations at Heumarkt, Neumarkt, and Rudolfplatz are to be integrated into the underground route. Following a political decision regarding which option is preferred, all further planning services from HOAI (German Fee Structure for Architects and Engineers) onwards are to be provided only for the preferred option. The City of Cologne estimates the costs at approximately €100 million for the above-ground solution and approximately €700 million for the underground solution (approximately €635 million for the tunnel and approximately €65 million for the surface). In addition, various experts and other stakeholders will be involved.
