The Thuringian Ministry of Finance in Germany from Europe region had released this tender for An IT application for digitizing processes related to trichinella testing the management of monitoring samples in the animal health sector and the management of an African swine fever ASF outbreak is to be procured as a SaaS cloud solution The IT application must be compatible with the hunting statistics application of Condition Integrated Software Solutions GmbH This application is used in the Free State of Thuringia to record game harvest data data on wild animals killed by hunters The IT application should be available as both a web application usable in common browsers and a mobile app operating systems iOS and Android For the purposes of this tender an app is defined as an application that must be installed on a mobile device by the user before use and can only be used on that device This is typically done on a smartphone or tablet via an app store There will be two main user groups a administrative and laboratory staff and b external users e g hunting license holders External users will record data on hunted or slaughtered animals If necessary they will also submit applications to the responsible authorities or testing facility of the Free State of Thuringia for the examination of these animals for trichinella and or certain wildlife diseases The test results will be accessible via the IT application The responsible authorities veterinary and food inspection offices of the districts and independent cities veterinary authorities operate the trichinella testing laboratories These laboratories will be able to access the application data entered into the IT application by external users via their own user interface and transmit the test results back to the applicants Furthermore laboratory software will be provided to the responsible authorities enabling them to document the testing activities based on the application data In the case of monitoring samples in the animal health sector the client s laboratory at the Thuringian State Office for Consumer Protection is the responsible testing facility The laboratory management system LIMS used there must be able to access the sample information entered by users via the HIT database The IT application must therefore have an interface to the HIT database A direct connection to the LIMS is not planned The IT application should be available to administrative staff for mapping internal administrative processes as well as to affected users outside the administration for data entry application submission and receiving notifications from the responsible authorities While the use cases for trichinella testing management of monitoring samples in the animal health sector and the interface to the hunting statistics application are to be permanently available the use case for managing an outbreak of African swine fever ASF should only be available and accessible on an ad-hoc basis Furthermore the offer should include initial support and training for the staff of the responsible authorities as an initial service The contract will be concluded via an EVB-IT cloud contract The procurement is being carried out by the client for use by all districts and independent cities in Thuringia The use of the IT application for the aforementioned purposes is mandatory for the districts and independent cities Hunters however have discretion over its use This means they may choose not to use the IT application The existing analog sampling system will continue to operate in parallel for the time being with tender notice no.
