The Russian attack on Ukraine has led to a reassessment. The war in Ukraine shows that, compared to the threat scenarios of the Cold War, there are no longer long warning periods before an attack. This means that people must find shelter within a short distance from wherever they are at the time of warning (home, workplace, shopping center, school, etc.). The building fabric in Germany is so good across the board that basements, and in some cases even interior rooms, already offer good protection against flying debris and pressure waves. Using simple means, windowless interior rooms, such as basements, can be quickly reinforced to create so-called shelters. The BBK is currently developing a modern shelter concept together with the BMI and the federal states. In Russia's war of aggression against Ukraine and other conflicts worldwide, CBRN threats can be observed in addition to attacks with conventional weapons (e.g., attacks on chemical industry facilities). At the same time, an increase in the threat of the use of nuclear weapons by the Russian Federation can be observed. This raises the question of whether the places of refuge that offer people physical protection can be upgraded to also offer protection against CBRN threats. and this with simple, quickly implementable measures. Conceptual framework: The interministerially coordinated basic document "Concept for Civil Defense" (Chapter 6.4, "Structural Protection," 2016) requires that physical protection and protection against contamination with CBRN agents be considered together. Measures to harden the structural fabric of buildings should provide protection against extreme, highly dynamic loads such as explosions and weapon impacts, as well as the effects of CBRN hazards. Need for knowledge: Current warfare events and the risk analysis currently being developed by the Federal Office for Civil Defense (BBK) show that the use of CBRN agents cannot be ruled out. While simple, quickly implementable measures can provide protection against the indirect effects of conventional agents for a large portion of the population,There is currently no knowledge of optimal protection against the spread of contamination or against the penetration of agents into protected spaces.
