In addition to age-related damage to the building structure, there are significant shortcomings in the building's technical equipment and the infrastructure of the outdoor facilities. The aim of this project is the sustainable renovation and modernization of the festival hall to ensure its long-term economic viability, safety, and functionality, and to meet the requirements of modern event venues. The festival hall has been included as a so-called "island solution" in the state's "Old Town Center" urban renewal program. Taking into account the annual folk festival, construction is currently scheduled for the period from September 2027 to July 2028. Planning must be aligned with this binding timeframe. The project scope includes measures for both the existing building and the outdoor facilities. This includes in particular: • structural renovation measures on the building, including the roof, interior fit-out and stage area, • renewal and modernization of the electrical infrastructure, including lighting, power supply and event technology, • renewal and expansion of the drinking water and wastewater infrastructure, • functional adaptations of the sanitary facilities, • improvement of storage and operational processes, • adaptation of the outdoor facilities, including technical development,Utility infrastructure and event areas, • Implementation of necessary civil engineering measures for the renewal of supply and disposal lines. The known deficiencies and requirements form the basis for further planning. In the course of further planning, these must be reviewed, evaluated from a planning perspective, and developed into an economically viable, technically sound, and eligible overall concept. The following framework dates are planned: • Start of planning: Immediately after the contract award • Completion of Phase 3: February/March 2027 • Start of construction: Mid-September 2027 (after the Mallorca Party) • Completion: Before the folk festival in July 2028. Due to funding requirements and planned events, the construction period between September 2027 and July 2028 must be strictly adhered to. This must be taken into account in the planning and execution. The preliminary cost estimate (as of April 2026) amounts to: Cost Group 300: €1,241,925.41 gross; Cost Group 400: €136,945.20 gross. The appendix contains existing plans of the festival hall for an overview. This tender concerns structural design in accordance with Sections 49 et seq. of the German Fee Structure for Architects and Engineers (HOAI), encompassing service phases 1-6. The contract will be awarded in stages. Stage 1 will cover service phases 1-4, including the special service "Earthquake Protection Verification." Stage 2 will cover service phases 5-6, including the special service "Engineering Verification of the Structural Design for Compliance with the Verified Structural Documents" (service phase 8).
