The Gemeinde Laer in Germany from Europe region has released this tender for The municipality of Laer intends to construct a new fire station at the entrance to the town. From the eligible applications received, ten participants and five alternate firms will be drawn by lot if more than ten applications are received. The client intends to award the contract as a general planning service (this includes, in addition to building design, the planning of outdoor facilities, the structural system, technical building equipment, accessibility, as well as services for building physics, fire protection, geotechnics, surveying, and services according to the Construction Site Ordinance (possibly also further partial services)). The competition phase will be contested exclusively by the participating architectural firms; the prize winners must only assemble their planning teams for the contract negotiation in accordance with the German Procurement Ordinance (VgV) and submit the reference form and proof of professional liability insurance. • References: The minimum requirement for a reference is a completed reference form documenting the provision of planning services in accordance with the German Fee Structure for Architects and Engineers (HOAI) for at least two projects in the field of construction, renovation, or conversion of a building project within the last 10 years. The aforementioned period is determined by the date of the last invoice in the respective procedure on the one hand and the deadline for submitting bids for this procedure on the other. The submitted references must have covered at least service phases 1 to 5. The reference must include the construction costs (cost group [KG]). 200-500) in the amount of at least EUR 3,500,000 (gross) - General planning services (General planning services are defined as those comprising at least the following service categories: building design, building services engineering, and structural engineering.) - corresponding to at least HZ III. The above-mentioned requirements can also be demonstrated within separate references. • Regarding the required liability insurance, a self-declaration must be submitted stating that professional liability insurance of at least EUR 1,500,000 for property damage and at least EUR 3,000,000 for personal injury per claim has been taken out or will be taken out if awarded the contract.• Self-declaration of subsidies (Form 524 EU) Applicants may, under the conditions of Section 47 of the German Procurement Ordinance (VgV), rely on the capacities of other companies to fulfill the eligibility criteria (so-called reliance on the capacities of other companies).
