The goal of the BSI as the national cyber security authority is to design cyber security for, with and in society as a whole. Closed discourse groups should be broken up and a permanent dialogue with all social groups should be established. In order to achieve this permanently, a participation or multistakeholder model was designed in the course of the previous project, which is to be implemented in the context of this call for a duration of 3 (or optionally 5) annual cycles. The model is based on the following key elements that the contractor must implement: 1. The model enables actors of all social groups (civil society, culture & media, economy, science, state) to work on participatory topics of cyber security in work streams, which should be based on an agile way of working. Topics, objectives and working methods can be chosen by the participants themselves, based on the basic criteria to be defined. The workstreams are a thematically open and resizable format and are designed for a period of 3 to 8 months. They are result-oriented and are intended to promote exchange between different stakeholders and the BSI. Operationally, the workstreams are supported by a branch in terms of content and organization. 2. The annual forum for dialogue is the "Think Tank Secure Information Society". This serves to find the topics and design the work streams and to exchange ideas among the participants. The results of the work streams of the past year are also presented. The prioritized work streams are then converted into an annual plan as a result of the think tank. 3. The dialogue process is accompanied by a dialogue committee (5 stakeholders) for several years. The dialogue committee should accompany, examine and ensure that the dialogue process is transparent and meets the expectations of the stakeholders.
