TI-M ePA Client further development PTV 1.1.2

Tender Summary

The BITMARCK GmbH in Germany from Europe region has released this tender for BITMARCK GmbH (“BITMARCK”) (then still operating as BITMARCK Service GmbH) issued a Europe-wide tender for an EVB-IT system contract for the development and commissioning of an electronic patient record (ePA) approved by gematik GmbH (“gematik”) as a complete system, in accordance with the legal framework, as well as for subsequent system services. On June 28, 2019, the contract was awarded to Research Industrial Systems Engineering (RISE) Forschungs-, Entwicklungs- und Großprojektberatung GmbH (“RISE”). Since January 15, 2025, health insurance funds have been obligated to provide every insured person (who has not objected within the specified period) with an ePA approved by gematik. According to Sections 325 Paragraph 1 and 326 of the German Social Code, Book V (SGB V), providers of components and services of the telematics infrastructure (“TI”) must possess the approval required under Section 325 Paragraph 1 of the SGB V before they can use the TI. According to Section 325 Paragraph 2 of the German Social Code, Book V (SGB V), gematik approves the components and services of the telematics infrastructure (TI) upon application by the providers, provided the components and services are functional, interoperable, and secure. gematik tests the functionality and interoperability of TI components and services based on its published testing criteria (Section 325 Paragraph 3 Sentence 1 SGB V). These testing criteria are technical specifications pursuant to Section 311 Paragraph 1 Number 1 SGB V, which are developed and prescribed by gematik (simply put: "specifications"). These specifications contain requirements for the TI products used (so-called "product type versions"). However, the specifications are not static; rather, new versions of the product type versions are continuously updated by gematik and published through releases that bundle several new versions of different product and provider type versions. Following a prior amendment to the contract, the TI Messenger ePA Client module ("TI-M ePA Client") and the prescription client module/e-prescription-FdV ("eRP-FdV") were added to the overall ePA system, thus expanding it into the TI-App system. The term "TI-App system" describes the entire system that resulted from the ePA system contract and evolved from the ePA system. The term "TI-App" refers to the product that BITMARCK provides to its customers. Components of the TI-App include other components, such as the sIDP, the e-prescription specialist service, and the TIM specialist service ePA, which are not part of the overall TI-App system (formerly the ePA system) because they are not part of the ePA system contract. This change in order obligates RISE to adapt/design the current overall TI-App system to a new gematik specification, published on 03.03.2026 (gemProdT_TI-M_Client_ePA_PTV_1.1.2-1_V1.0.0), in accordance with technical agreement with BITMARCK and cash register requirements. with tender notice no. 701992-2026 published on 12 Oct 2026. The tender is due to expire on 10 Jan 2027. This tender is sourced from TED Europa and is eligible for suppliers interested in Network system.
