The contracting authority intends, taking into account the jury's recommendation, to commission the team awarded first prize with the development of the competition results. The contracting authority will conduct a negotiated procedure without prior publication of a contract notice in accordance with Section 14 Paragraph 4 No. 8 of the German Procurement Ordinance (VgV). The contracting authority reserves the right to initially conduct the negotiated procedure only with the team awarded first prize. Should these negotiations fail, or should there be a compelling reason that precludes commissioning the first-prize winner, the other prize winners will be invited to participate in the negotiations. The competition result will be weighted at 60% as an award criterion in the subsequent procurement procedure. The ranking of the prize winners according to the jury's decision will be taken into account accordingly; that is, the first-place winner will receive the highest score in the "competition result" criterion, the second-place winner the second-highest, and so on. Further work includes the urban design according to Information Sheet No. 51 of the Baden-Württemberg Chamber of Architects, fee zone IV, service phases 1–3, as well as the open space design according to Information Sheet No. 52 of the Baden-Württemberg Chamber of Architects, fee zone IV, service phases 1–3, and the creation of a "quality manual." The commissioning of further planning services remains reserved and is not part of this contract.
