Upgrading and/or new construction measures for the plant technology in three fire station substations, as well as the construction of a necessary building in the supply area of Energienetze Offenbach GmbH.

Tender Summary

The Energienetze Offenbach GmbH in Germany from Europe region has released this tender for Lot 1: New Building NS1 at the EW (Energy Works). The subject of this project is the planning and construction of a building to house the technical equipment of a district heating station (FW-NS1) for extracting heat from the EVO energy plant (EW). This is a single-story hall building with a flat roof, constructed using steel beams on a reinforced concrete foundation slab. The facade consists of a thermally and acoustically insulated cassette wall with trapezoidal sheet metal cladding and a warm roof of the same construction. An inserted structure with reinforced concrete walls and a ceiling contains the ancillary rooms. Also required are the necessary building services (electricity, water & wastewater, ventilation and air conditioning), all access points such as doors, roller doors, etc., and the installation of windows. Lot 2: Detailed planning and construction of plant technology with material supply for NS1 EW. The subject of this project is the planning and implementation of a district heating substation (FW-NS1) for extracting heat from the EW (primary side) and transferring it, including the network pumps, to three district heating networks (secondary side), each connected to FW-NS1 via a supply and return line. This also includes the construction of the low-voltage power supply as described in the project description. The district heating networks to be supplied are the Offenbach supply network (Network OF) with a maximum heat output of approximately 70 MW, the Gravenbruch supply network (Network GR) with a maximum heat demand of approximately 15 MW, and the Heusenstamm supply network (Network HEU) with a maximum heat demand of approximately 5 MW. The maximum heat output of the FW-NS1 (low-temperature district heating plant) is approximately 90 MW and is transferred from the primary to the secondary side via plate heat exchangers (two 35 MW and two 25 MW). The heat exchangers hydraulically separate the primary and secondary sides. Three identical network pumps are provided on the secondary side, which can be used selectively for circulating the district heating network. Heat is transferred from the EW (energy plant) to the FW-NS1 at two different temperature levels (low and high temperature) via a supply and return line between the EW and the FW-NS1. The high-temperature level on the primary side reaches up to 126 °C and approximately 90 MW of heat output. The low-temperature level on the primary side reaches up to 98 °C and approximately 25 MW of heat output. The connection of the supply and return lines for the low-temperature system to the district heating plant (EW) will be implemented at a later date, but is already being carried out within the FW-NS1 (low-temperature district heating plant). When the NS1 EW is out of service, a bypass within the station will be used to connect the OF and GR/HEU networks, with the rest of the FW-NS1 being out of service. For this purpose, it is necessary to also renew the Lauterborn booster station (NS4), which is located in the Lauterborn district (LTB) in the OF network. Furthermore, the NS4 is responsible for maintaining the hydraulics of the district heating network after an increase in output. The NS4 is considered separately in Lot 3. Lot 3:Detailed planning and construction of the NS4 plant in Lauterborn: The subject of this project is the redesign and implementation of the existing NS4 pressure boosting station in Lauterborn. This also includes the installation of the low-voltage power supply as described in the project description. Partial dismantling and disposal of the old system is also part of this project. The NS4 is essential for the hydraulic and supply-related operation of the NS1-EW network substation and the NS7 substation at the SANA Clinic. The hydraulically necessary operating and network parameters are achieved using two pumps, one in the supply line and one in the return line of the district heating main transport pipeline. Lot 4: Detailed planning and construction of the NS7 plant at the SANA Clinic: The subject of this project is the redesign and implementation of the existing NS7 pressure boosting station at the SANA Clinic. This also includes the installation of the low-voltage power supply as described in the project description. Partial dismantling and disposal of the old system is also part of this project. The NS7 substation is essential for the hydraulic and supply-related operation of the NS1-EW and NS4 Lauterborn network stations. The necessary hydraulic operating and network parameters are achieved using a pump in the return line of the district heating main transport pipeline and bypass control valves. with tender notice no. 714010-2026 published on 15 Oct 2026. The tender is due to expire on 13 Nov 2026.
