The tender was published by Recklinghausen District The District Administrator on 17 Nov 2025 for Urban development of the former wasag site in haltern am see traffic and development planning The Recklinghausen district has acquired the site of a former explosives factory WASAG site in the area of the city of Haltern am See The Westf lisch-Anhaltische Sprengstoff AG WASAG began producing technical explosives for mining here in the Sythen district in 1898 which lasted until 2018 The district intends to initiate an environmental center here that brings together educational offerings research environmental companies and systems for the use of renewable energies The subsequent use is limited to a central area of around 24 5 hectares of pre-developed areas An area of around 1 hectare in size to the east of the factory site is earmarked for the location of the district building yard The development of the site is a prerequisite for the planned urban development In addition to adequate transport connections the aim of traffic and development planning is also to ensure future supply and disposal security at the site The remote location has so far only been partially integrated into the higher-level local supply and disposal network The technical infrastructure on the site is no longer functional and needs to be fundamentally renewed The technical development includes all measures to create a functional sustainable and expandable supply and disposal infrastructure for the energy and environmental campus and in particular includes the systems for wastewater and rainwater drainage as well as the networks for electricity drinking water communication and heat supply Appropriate development site development must be ensured for all modes of transport Against this background an integrated overall development concept is required that includes both the external connection to the public transport supply and waste disposal network as well as the internal development traffic energy water wastewater and communication Since the specific user requirements have not yet been determined the concept must be designed in such a way that it remains flexible adaptable and can be implemented in sections The implementation should take place in expansion stages whereby each defined sub-construction area must be both independently functional and expandable.
