Recruitment of a Software Developer for the Design and Development of a Web-Based Grievance Redress Mechanism System and some Modules of the Ghana Labour Market Information System under Component 3 of the Ghana Jobs and Skills Project The Government of Ghana has received financing from the World Bank toward the cost of the Ghana Jobs and Skills Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the development of some modules of the Ghana Labour Market Information System (GLMIS) and the full development of the Ghana Employment Complaint Redress System (GECRS) which will also serve as a Grievance Redress Mechanism for the entire Ghana Jobs and Skills Project. The Consultant will provide technical services and develop a web-based portal for the Project Implementation Unit to securely and efficiently receive, access, process and resolve grievances of the project’s stakeholders and members of the general public and also pull job vacancies and other labour index from other web portals to the GLMIS. The detailed Terms of Reference (TOR) for the assignment can be obtained preferably via e-mail, at the address below. The Ministry of Employment and Labour Relations (MELR) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. General Experience A minimum of five (5) years of relevant work experience in system development in developing countries Experience in designing and developing multi-tier distributed information system. Experience working with Database Management Systems and Software Development Technologies such as ASP. NET/C#/Microsoft SQL Server with full stack development capabilities; 2. Specific Experience Demonstrable expertise in the development of Grievance Redress Systems and Social Protection Management Information Systems. Expressions of interest must be accompanied with copies of updated CVs and relevant certificates (university degrees and professional qualifications). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised November, 2017 and August, 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
