Tender Summary
The INFORMATION SOCIETY SINGLE-MEMBER SOCIETY ANONYME (S.A.) in Greece from Europe region has released this tender for The aim of the project is to implement the new Di@ygeia, taking into account modern institutional, operational and technological developments, the most appropriate application of the institutional framework with an emphasis on the General Data Protection Regulation (GDPR) and the optimal utilization of Di@ygeia information with an architecture based on data and secondarily on documents. The project seeks to increase the efficiency and productivity of public services by enriching the applications of the Di@ygeia Program, complementing the functionality of collaborative editing and management of documents to be posted based on standardized documents and data structures, but also to provide added value to the Program by utilizing and enriching the information collected in it by utilizing other sources of information with the aim of creating a system of complex reports (reporting) and other complementary subsystems of applications and solutions. The new system will allow the monitoring of the operation and organizational structure of the public administration in combination with information related to the responsibilities of the bodies within the framework of multi-level governance and of the personnel as recorded in the Human Resources Registry of the Greek State. The aim is to provide objective data for the implementation of the National Administrative Procedures Policy and the prioritization of the actions of the National Procedures Simplification Program. For this purpose, care has been taken to significantly enhance its interoperability with third-party systems of the Public sector for the dissemination of information without necessarily requiring intervention by the end user. Additionally, by expanding the information that will be kept structured (metadata set), it will be possible to capture data groups with special characteristics that enhance transparency at the level of monitoring/evaluation by the general public of indicators related to, for example, the operation and structure of the Public Administration and/or economic figures (public spending). For this purpose, publicly available data from other sources will be utilized in order to support monitoring the operation and action of the bodies and support decision-making. The solution will include the creation of a system of correct (and as complete as possible per sector) structured collection and processing of data from various public data sources and their subsequent availability to the general public. Indicative examples of sources are the data of the systems under development for the GOV ERP, the HRMS, the Civil Society Organizations Registry, ESIDIS, KIMDIS. A separate subsystem will be developed for further exploitation and export of specialized reports with the aim of monitoring the structure, operation and action of public administration as well as monitoring expenditures and procurement and supporting the decision-making process. The system will be expandable to add new sources that will arise from other actions. Also, within the framework of the action, improvements will be made in relation to identified problems related to the management of the very large volume of documents that Di@ygeia collects with a strongly increasing rate, which also led to the necessary transition of the infrastructure to public cloud services. In this context, the advanced services provided by public cloud computing will be better utilized in order to ensure the uninterrupted provision of services and the monitoring of their provision at the lowest possible cost. The action, taking into account the life cycle of the administrative documents that are posted, will respond to challenges such as the cleaning of multiple copies of the same documents, the extraction of all information in data format and the optimization of the quality of Di@ygeia metadata as well as the automatic publication of important data sets in the central repository of open public data www.data.gov.gr. The project also aims to adopt a new architecture that will allow a drastic reduction, by at least 65%, of the required storage space and computing resources while ensuring the proper functioning of the system. To achieve the above objective, both emerging artificial intelligence and language model technologies will be utilized, as well as techniques for the proper introduction of metadata into the relevant information that will facilitate its search, categorization and utilization. This contract concerns a single object and is not subdivided into parts due to the architecture of the project, the strong interdependencies and complementarity of the individual services that compose it, as well as the high interoperability requirements that need to be ensured on the one hand between the functional modules (subsystems) that will be developed within the framework of this project and on the other hand with third-party systems of Greek State bodies. The non-subdivision of the contract enhances the quality and security of the project, since unified management reduces the chances of security gaps or incompatibility between different systems and facilitates the coordination of its implementation. The duration of the contract is set at thirty-two (32) months including the process of control and acceptance of deliverables. The contract will be awarded on the basis of the most economically advantageous tender, based on the best quality-price ratio. [par. 1.3. & ANNEX I of the Announcement]In this context, the advanced services provided by public cloud computing will be better utilized in order to ensure the uninterrupted provision of services and the monitoring of their provision at the lowest possible cost.
