The Inner-Pest Education District Center in Hungary from Europe region has released this tender for The contract is for a fixed period of 24 months, but not later than 31.12.2028., which period can be extended by another 12 months by contract amendment. The technical description contains a detailed description and quantity items of the cleaning tasks. The technical description contains a general cleaning plan, which covers all institutions and also contains data specific to the institutions, which also defines individual needs compared to the general plan. Cleaning must be carried out on weekdays during the school period on a daily, weekly or monthly basis as detailed in the technical description, and the service also includes a major cleaning once a year. The bid price must include all costs related to labor, as well as cleaning materials and the depreciation of cleaning equipment. The general cleaning plan applies to all parts. The Procuring Entity shall provide the toilet paper, paper hand towels and liquid soap together with the delivery to the performance locations, however, their placement, refilling and dosing as needed are the responsibility of the successful bidder. In order to facilitate the submission of a well-founded bid, the Procuring Entity shall organize a site visit to each institution of each part, the exact dates of which are included in the site visit invitation found in the public procurement documents. The contracts shall be for a fixed period of 24 months in each part. The contracts shall enter into force on 01.01.2027 at the earliest, and this is the expected date of entry into force of the contract. If any contract cannot be concluded by 01.01.2027, then that contract shall be in force until 31.12.2028 with proportionate compensation. When determining the contract period, the Contracting Authority also took into account that in the case of schools it is important for children to be able to recognize the cleaning staff, which reduces the safety risk and increases the children's sense of security in the case of daytime cleaners. CONTRACT CONDITION 1: The winning bidder must present the CLEAN CERTIFICATE OF ETHICS of the persons actually performing the performance, employed by it or its subcontractors, the data of which the Contracting Authority does not copy or store, but checks the names of the persons and the actual participation of the certified persons in the cleaning service throughout the entire contract period. If a new cleaner is involved in the performance, the Contracting Authority will always request the winning bidder to present the clean certificate of ethics of these persons. The Contracting Authority understands by clean certificate of ethics, on the one hand, a clean record, and, on the other hand, the absence of a ban on employment related to minors. CONTRACT CONDITION 2: The winning bidder is obliged to take out professional liability insurance covering building cleaning services by the date of contract conclusion - or to extend its existing liability insurance to the service provided under this procedure, with a minimum of 5,000,000,- HUF/year and a minimum compensation limit of HUF 2,000,000/damage event. With one exception, the institutions only have an educational function. The needs of the 6-18 year old age group require special, increased hygiene requirements, especially in view of the epidemic risk typical of minors.
