The South Pest Central Hospital - National Institute of Hematology and Infectology in Hungary from Europe region has released this tender for The Contracting Authority intends to purchase various medicines (including magistral preparations), dressings, medical aids and other preparations for a period of 12 months for the pharmacies operating in the South Pest Central Hospital - National Institute of Hematology and Infectology, as the managing county hospital, and the Budapest Bajcsy-Zsilinszky Hospital and Clinic, a city hospital under its management, based on a framework agreement concluded with several bidders pursuant to Section 104 (3) of the Hungarian Medical Products Act. The duration of the Framework Agreement is 12 months. 5 days before the end of the 12-month period, the Contracting Authority may unilaterally initiate an extension of the Framework Agreement for a further 12 months, but not more than until the exhaustion of the Framework Amount under point II.2.4) if the Framework Amount under point II.2.4) is not expected to be exhausted during the 12-month period of the Framework Agreement. The Contracting Authority shall, upon the Contracting Authority's initiative, perform the contract under unchanged conditions. The extension of the contract under this point shall be deemed a contract amendment pursuant to Section 141 (4) of the Public Procurement Act. The procedure shall be conducted by the South Pest Central Hospital - National Institute of Hematology and Infectology on its own behalf and, as an authorized representative, by the Budapest Bajcsy-Zsilinszky Hospital and Clinic as the principal. The contract(s) resulting from the procedure shall be concluded and performed by the South Pest Central Hospital - National Institute of Hematology and Infectology and the Budapest Bajcsy-Zsilinszky Hospital and Clinic. In this call for tenders, the contracting authority (CA) shall mean the South Pest Central Hospital - National Institute of Hematology and Infectology and the Budapest Bajcsy-Zsilinszky Hospital and Clinic. Pursuant to Section 105(2)(b) of the Public Procurement Act, and in accordance with the conditions specified in the framework agreement pursuant to Section 104(3), the second part of the framework agreement procedure shall be carried out by the contracting authority through a direct order or by reopening the competition. Pursuant to Section 105(4) of the Public Procurement Act, the evaluation in the second part of the framework agreement procedure shall be: - In the case of a direct order: The evaluation may be carried out according to the lowest price evaluation criterion pursuant to Section 76(2)(a) of the Public Procurement Act. - In case of reopening of the competition: Article 76 of the Competition Act. The lowest price may be determined according to the evaluation criterion referred to in Section (2) a) of the Public Procurement Act. The objective criteria for which the reopening of the competition in the second part of the framework agreement procedure is mandatory, pursuant to Section 105 (2) b) of the Public Procurement Act, are: - if, in the case of individual procurement in the second part of the procedure, the estimated value calculated without applying Section 19 (3) of the Public Procurement Act reaches or exceeds the EU threshold in force at any time.
