Purchase of final tickets for 2027-2028

The National Tax and Customs Administration in Hungary from Europe region has released this tender for Production and delivery of the stamps required for the release of certain excise products (alcohol products, tobacco products) into free circulation in Hungary to the Hungarian tax and customs authorities for the years 2027–2028, in accordance with the relevant legal and security regulations, up to a net budget of HUF 12,829,583,760 according to the selection detailed in the technical specifications. Budget for the years 2027 and 2028: net HUF 12,829,583,760, of which the Contracting Authority undertakes to call for 70%. The expected – planned – quantity to be purchased from the budget is 789.5 million pieces per year, with a +20% diversion option, the selection and their expected quantities are included in the technical specifications. (Both the total quantity and the quantities according to the selection are for information purposes: they were determined on the basis of empirical data, in order to compare the offers to be submitted during the tendering phase, from which the contracting authority may deviate during the performance.) The task of the applicant for participation also includes the design of the seal, which is carried out based on the provisions set out in the relevant legislation and taking into account the additional minimum requirements specified in the technical annex. Supplement to point II.3) of the call for tenders: The Parties conclude the Contract for a fixed period from its entry into force (but no earlier than 1 January 2027) until the exhaustion of the budget amount, but no later than 31 December 2028. The 30% of the budget amount option is as detailed in point 1.5 of the draft contract. The procurement procedure is carried out in accordance with the provisions of the Vbtv.
