Feasibility assessment to inform operational design of the ‘Employment and Entrepreneurship Promotion Facility’ in Sikkim.India’s growth is yet to be accompanied by jobs. Two decades of sustained rapid and relatively inclusive growth has been accompanied by increasing wages and poverty reduction in India. Post 1990s market reforms have led to a wage increase of poor workers reducing high levels of income inequality.Sikkim’s economy is witnessing a structural transformation with increasing contribution from manufacturing and services. While Sikkim’s economic structure has changed markedly; corresponding transformation in employment is lagging. The World Bank; at the request of the Government of Sikkim (GoS) intends to support efforts in Sikkim to improve economic inclusion for women and youth. To that end; the Sikkim INSPIRES project Integrated Service Provision and Innovation for Reviving Economies is under preparation. The need for the assessment arises from the complex dynamics between economic growth; job creation; inclusion and the role of public sector investments in supporting these objectives.The objective of the assignment is to produce a feasibility assessment for establishing an “Employment and Entrepreneurship Promotion Facility” anchored with the Planning and Development Department; GoS. The Facility will be governed by the Program Governance Committee which includes Heads of Departments from Commerce and Industries (CID); Skill Development (SDD); Rural Development (RDD); Tourism and Civil Aviation (TCAD); Health and Family Welfare (HFWD); Information Technology (ITD); Women and Child Development (WCD) and Forest and Environment (Directorate of Eco-Tourism) (DET).Further details are in the attached Terms of References.
