The project is titled, “Green-Ag: Transforming Indian agriculture for global environmental benefits and the conservation of critical biodiversity and forest landscapes”. Therefore, the project objective is to catalyze transformative change for India’s agricultural sector to support the achievement of national and global environmental benefits and conserve critical biodiversity and forest landscapes. The project is organized around two components. The first component strengthens the enabling framework and institutional structures to mainstream biodiversity (BD), sustainable land management (SLM), climate change mitigation (CCM) and sustainable forest management (SFM) policies, priorities and practices in India’s agricultural sector. The second component demonstrates replicable “Improved agricultural and conservation practices” for sustainable production, resilient livelihood advancements, habitat improvements, and delivery of tangible BD, LD, CCM, and SFM benefits. The project works at the national, state and pilot site levels. The project’s five demonstration states are i) Madhya Pradesh, ii) Mizoram, iii) Odisha, iv) Rajasthan and v) Uttarakhand. Site-level project effort focuses upon high conservation priority landscapes (e.g. protected areas) within each of these states. Scope of work: The primary scope of this work is to undertake mid-term review of the Green-Ag project, which is being implemented in five states. As part of the mid-term review the agency/contractor needs to undertake desk review, prepare an inception report, conduct data collection through field visits, interviews, meetings with various project stakeholders, which include government officials and project staff, and beneficiaries as detailed in the MTR TOR. The mid-term review will also assess the project progress. The final deliverable of the evaluation will be a report, including information on the following: • Provide information whether the current status of the project is in line with what was envisaged at the design stage. • Provide recommendations to reorient the project to the specific needs of each state so as to help improve the implementation and delivery of the project without affecting the overall objective of the project • Provide recommendations related to any financial changes such as change in budget heads etc. to improve project implementation • Document lessons and make recommendations for effective project implementation with tender notice no. 2023/FAIND/FAIND/121404 published on 28 Mar 2023.
