Issue Date and Time: Mar 27 2023 04:00 Closing Date and Time: Apr 06 2023 03:59 Objectives and Scope: The World Bank’s Social Protection and Jobs (SPJ) Indonesia team is currently seeking a firm to assess specific barriers experienced by vulnerable and marginalized groups in accessing Social Protection benefits in remote areas and to recommend specific policy and operational measures to improve access and mitigate potential risks of further exacerbating exclusion. The following areas define the scope of the activity:- Barriers to Access: The assessment will identify barriers to access in both coverage and service delivery that hinder the meaningful inclusion of poor households in rural and remote areas to be included in Social Protection programs. For service delivery, the assessment will focus on selected Social Protection Delivery Chain phases leading up to a person or household’s inclusion in a social protection program, specifically outreach, intake, and assessment of needs and conditions, and where feasible, program uptake capacity. - Program Types: The consultancy will prioritize social assistance and social insurance; namely the following programs: Family Hope Program (PKH) conditional cash transfer; Sembako food assistance; PIP cash transfer for poor and vulnerable students; PBI-JKN Subsidized Health Insurance; BLT-DD Village Fund cash assistance; and JKP job loss guarantee unemployment insurance. - Geographic Scope: remote areas to cover at least 1 district in each of the following locations: 1 Eastern, 1 Central, and 1 Western location in Indonesia. The precise locations will be finalized by the inception report. An overall analysis of household survey data to assess remote areas with high levels of poverty and high exclusion among eligible households for these programs will be provided by the World Bank team to inform selection of study locations. The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000.
