This project supports host countries, Indonesia, Morocco, Senegal, and Viet Nam, to engage in international carbon transactions by designing policy approaches for specific sectors with high contributions to the countries’ NDC. As the final selection of the policy eligible for a transaction in each country is made, and a series of technical studies are performed (design of an Measurement, Reporting and Verification (MRV) system, approach on safeguards, macroeconomic modeling of regulatory impacts and financial flows), the next step is to move forward to the completion of a design document for policy approach had been selected. The lack of international carbon standards applicable to policy approaches and the flexibility granted by Article 6.2 of the Paris Agreement allows for the adaptation of available formats, such as the ones approved under the Clean Development Mechanism (CDM). GGGI has undertaken this task and has developed a template for Mitigation Activity Design Document (MADD), building on the CDM and the Voluntary Carbon Market (VCM) learnings, with an up-to-date list of requirements to ensure compliance with the Paris Agreement (see Annex A). The Objective of this Assignment: The overall objective of this consultancy is to develop a robust MADD for the selected policy approach in Indonesia – following GGGI format - and a proposal on other documents required to complete a registration of the policy approach under a recognized carbon standard that enables the certification of Mitigation Outcomes (MOs) to be later transferred under the mechanisms described in the Article 6.2 of the Paris Agreement.
