Overview The aim of this project is to increase availability and use of inclusive critical health, mental health and protection services for the most at-risk and vulnerable Syrian refugees and host community members, with a focus on older people and people with disabilities by: Provision of inclusive and accessible health care services in NHF clinics (Jordan only). Provision of accessible mental health services by psychologists/psychiatrists in IDRAAC and NHF clinics, if needed (e.g., in case of physical impairments) through home visits. Provision of psychological counselling through an MHPSS hotline in Lebanon (Lebanon only). Follow up home visits to beneficiaries with physical impairment or other vulnerable beneficiaries through community-based services by outreach teams. Awareness-raising through information and orientation sessions on issues of mental health and protection, with a focus on age and gender-based violence, abuse, and neglect, and on available services. Intergenerational and older people support groups are established and trained in promoting participation, information sharing (on protection and mental health issues relevant to Syrian refugees, older people, and their families, including risks of violence, abuse, and neglect) and mutual support. Identification, case management and referral support of the most at-risk women and men, including GBV survivors and those in need of specialized psychological support. Distribution of emergency cash assistance through e-cards to identified vulnerable people with acute protection risks (Lebanon only). Development of policy briefs on protection issues specific to Syrian older people and people with disabilities in a displacement context, and dissemination in regional and national forums. Organization of national-level advocacy events about inclusive humanitarian action, co-led by older people. Trainings for community members and caregivers on the specific needs of older people and people with disabilities and how to support and care for them. Training for service providers, CSOs, local authorities and humanitarian actors on MHPSS programs as well as age, gender and disability inclusive programming, international Humanitarian and Sphere standards and emergency preparedness. The project started on May 1st, 2021, and is to be finished on April 30th, 2023. The project is being funded by the German Ministry of Foreign Affairs (AA), This regional project has been implemented by HelpAge International (HAI) and two local/national partners; Noor Al Hussein Foundation (NHF) in Jordan (Irbid, Amman, and Zarqa governorates) and the Institute for Development, Research, Advocacy and Applied Care (IDRAAC) in Lebanon (Beirut and Mount Lebanon governorates). Evaluation Purpose HelpAge intends to undertake an end-of-project evaluation which marks the preliminary end of the current funding cycle supported by AA on this project. The purpose of this evaluation is to measure the results of the project with regards to its expected outputs and assessing its impact on the target population assess the overall impact of the program. Qualifications/requirements of consultant HelpAge anticipates hiring a single consultant, consultant team or agency with the following qualifications. B.A. or above in a field highly relevant to the nature of the study (e.g., community development, social science, economics) Familiarity with the region and humanitarian context. Proven experience in qualitative research methods and in the evaluation of training development and technical assistance projects relevant to the themes covered by this project. Strong communication skills, proficient in working across all levels of institutions with experience of conducting interviews sensitively in a range of contexts. Excellent report writing skills in English. Understanding of issues relating to ageing especially on older people in humanitarian context. Impartiality towards HelpAge and its partners in Jordan and Lebanon. Able to travel between both countries, Jordan and Lebanon.
